About the Position: Serves as Strategic Planner, coordinator, and principal advisor to the U.S. Army Corps of Engineers (USACE) Kansas City District. As principal advisor to the command group and staff, provides advice on the formulation of strategic policies, plans, and programs.

Duties

Provides expertise and advice to District leadership on the integration of near, mid, and long-term strategic plans. Incumbent is fully responsible for ensuring all relevant enterprise strategic and operation plans and programs are coordinated into an integrated and cohesive vision. Assists in the articulation of the District’s strategic vision, goals, and plans. Coordinates with various staff and counterparts and those at higher levels in developing strategic decision materials for the leadership. Manages engagements (six weeks to twelve months) to ensure no missed engagements throughout the year. Coordinate semi-annual senior leader collaborative events that enable strategic plans and programs. Advises and coordinates long range engagement opportunities with stakeholders, partners, and federal agencies.

For the GS-11: Specialized Experience: One year of specialized experience which includes maintaining long range calendars, event planning, creating and updating documents, and developing or using tracking tools for planning for significant events AND experience briefing senior leaders/executives on statuses and plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, public administration, industrial management, psychology, labor relations, engineering management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12: Specialized Experience: One year of specialized experience which includes maintaining long range calendars, event planning, creating and updating documents, and developing or using tracking tools for planning for significant events; experience briefing senior leaders/executives on statuses and plans; developing and implementing a strategic outreach program; AND analyzing and evaluating agency initiatives, laws, legislation for building future plans and initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
