This position is located in the U.S. Office of Personnel Management's Human Resources Solutions (HRS), Center for Leadership Development (CLD). CLD serves as a focal point for improving the performance of Government by providing nationwide leadership in the development of an effective leadership, management, and executive corps whose members have a broad, corporate view of their roles and responsibilities.
Duties
As a Deputy Associate Director Center for Leadership Development, you will be part of Human Resources Solutions. If selected, you will be responsible for:
Maintaining executive-level leadership over a broad portfolio of leadership and professional development programs to include Federal Executive Institute and the Eastern and Western Management Development Centers, the Federal Human Resources Institute, the Presidential Management Fellows Program, the Lab@OPM, Performance and Process Improvement, and USALearning®;
Partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high-quality public sector workforce, and transform agencies into high performing organizations;
Developing strategies for managing business lines that are delivered by the different CLD program areas. Develops and implements structure and functional responsibilities of these program areas, and how they interact and integrate within the OPM environment. Ensuring all business lines fully support OPM's overall mission and strategic plan;
Providing leadership to ensure consistent quality of programs. Focuses the programs on agency needs in the development of leadership, effective implementation of public policy, and the assessment and improvement of overall organizational performance of client agencies;
Maintaining awareness of the Federal landscape, expansion opportunities, and industry developments. Builds the HRS brand with key stakeholders, Federal agencies, and the public; and
Assessing political and program risks and ensures they are monitored and minimized.
Qualifications
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs), listed below.
EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
TECHNICAL QUALIFICATIONS (TQs):
Demonstrated knowledge and senior-level experience in leadership development and individual/organizational effectiveness.
Demonstrated experience leading a fee-for-service organization delivering human capital technology and services, collaborating with stakeholders to develop a strategic vision and priorities, and successfully driving implementation in a complex and demanding environment. Such experience includes establishing goals, performance objectives, and accountability measures to ensure timelines are met, work is performed efficiently, and solutions meet goals and customer needs.
