About the Position: This is a Contract Specialist, GS-1102-13 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Contracting Office, Military/Civil & IIS Execution Branch.
The preferred duty station for this position is Fort Worth, TX; however, it may be negotiated at time of selection. Salary posted is a range for the primary duty station of Fort Worth, TX and will be adjusted to the locality of selectee's physical duty location.
Duties
Serves as a senior contract specialist responsible for pre-award and post-award functions involving complex, highly specialized, centrally managed programs of significant importance to the U.S. Army Corps of Engineers.
Plans, develops and establishes long and short range procurement plans, strategies, and approaches for the overall acquisition program.
Serves as lead negotiator, planning the negotiation strategy, coordinating strategy with the negotiation team and leading the negotiations conducted with contractors to reach and a fair and reasonable position for all parties involved.
Responsible for contract administration functions following contract award throughout the life of the contract.
Negotiates and issues contract modifications driven by technological advances, upgraded operational requirements, and other changes characteristic of the type of contract/program involved.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Contracting Officer's Warrant within 12 months of appointment.
- The Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
- Temporary Duty Travel (TDY) may be required up to 25% of the time.
- This is a Defense Acquisition Workforce (AWF) position. Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Performing pre-award functions (e.g. performing source selections duties, analyzing contractor proposals, and developing special contracting language) for supply, services, and construction contracts; AND 2) Performing post-award contracting work (e.g. dispute resolution, issuance of delivery orders, and preparation of modifications) for supply, services, and construction contracts; AND 3) Monitoring contractor performance to make certain that all conditions of the contract are being met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
