The Great Lakes Finance Service is recruiting for a Program Analyst who will support the VISN 12 Managerial Cost Accounting (MCA) Consolidated Work Unit.
Duties
Major duties include but are not limited to:
Develops and maintain VISN 12 Audits.
Develops standard operating procedures and/or documentation to support guidance issued as a result of audit findings.
Analyzes and summarize audit response.
Develops V12 MCA Audit Plan and track progress.
Reviews, distributes, analyzes and tracks MCAO audits.
Provides training to address audit findings.
Completes special projects.
Manages competing priorities and concurrent projects.
Demonstrates interpersonal skills including the ability to appropriately and courteously relate to internal and external customers and co-workers.
Supports financial and medical record processing.
Prepares briefing materials, reports and analysis.
Work Schedule: Monday - Friday, various tours available: 7:00am - 3:30pm, 7:30am - 4:00pm, 8:00am - 4:30pm, and 8:30am - 5:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and evaluating the effectiveness of program operations in meeting the established goals and objectives of the organization; using qualitative and quantitative methods to assess progress toward program goals and objectives; developing recommendations for modifying, revising, or implementing procedures that improve the effectiveness and efficiency of the program operations. Advanced level of knowledge, experience, and demonstrable success working in a computerized managerial cost accounting or similar financial systems environment.

Physical Requirements: The work is primarily sedentary. However, the incumbent may be subjected to stressful situations since
network and interactive applications tend to require very timely response to problems. Travel to other
facilities and conferences may be required.
