Duties

This position is located in the Office of Human Resources (OHR), Office of the Deputy Chair for Management & Budget, National Endowment for the Arts (NEA). The incumbent reports to and receives day-to-day technical guidance from the Deputy Director of Human Resources. The function of the OHR includes setting personnel policy for the NEA, directing the HR management program, conducting related technical operations, providing advisory services, maintaining personnel and payroll records and preparing required reports. In this position, you will: -Provide day-to-day servicing of personnel needs for NEA employees. -Perform duties in a wide range of specialized human resources management areas to include any or all of the following: classification, staffing, training, benefits, performance management, pay administration, payroll and employee and labor relations services. - Ensure the accurate and timely processing of a full range of personnel and payroll actions, including appropriate data elements and codes for the National Finance Center (NFC) automated system. -Make necessary arrangements for meetings (virtual and in-person), including space and time, and notifying participants. -Read all incoming correspondence (including all OHR shared email boxes), determining proper action and at times preparing responses before referring to the supervisors.

Minimum Qualifications: Applicants must demonstrate that they meet the Specialized Experience and/or Education requirements as noted below. GS-09: A.You qualify for the GS-09 grade level if you possess one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Applying federal HR rules, procedures and technical methods concerning recruitment and staffing; 2) Utilizing automated personnel/payroll systems to process personnel actions; 3) Making travel arrangements and maintaining travel documentation for staff and senior level management; 4) Serving as timekeeper, maintaining agency time and attendance records; and 5) Maintaining office filing systems. OR B. Have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field that provided the knowledge, skills, and abilities to do the work of the position. NOTE: Transcripts must be submitted at the time of application. OR C. Have a combination of specialized experience as described in "A" and graduate education as described in "B" that, when combined, equals 100% of the total requirement. (Please note that only graduate education in excess of the first 18 semester hours may be used in this calculation.) NOTE: Transcripts must be submitted at the time of application. GS-11: A.You qualify for the GS-11 grade level if you possess one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Researching, interpreting, and applying federal HR rules, procedures and technical methods concerning recruitment and staffing; 2) Utilizing automated personnel/payroll systems to process personnel actions and provide guidance on payroll and pay processing; 3) Making travel arrangements and maintaining travel documentation for staff and senior level management; 4) Serving as timekeeper, maintaining agency time and attendance records; and 5) Establishing and maintaining office filing systems. OR B. Have successfully completed a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to such a degree that provided the knowledge, skills, and abilities necessary to perform this work. NOTE: Transcripts must be submitted at the time of application. OR C. Have a combination of graduate education and specialized experience as described in "A" and "B" above. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the percentages together. The total must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
