This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a specialist and advisor to other professional personnel on the development and application of professionally sound and valid psychometric models and methodologies for constructing and setting cutscores.
Duties
Applies mathematical formulations of measurement reliability, consistency, accuracy and validity that can be applied to assess the quality of the test items.
Evaluates consistency and accuracy of constructed - response scoring.
Assists the Dean of the Test Development Division by making technical recommendations in support of policies regarding the administration and scoring.
Uses state of the art computer software to develop standardized procedures for conducting analyses and preparing reports.
May supervise other conducting analyses.
Works directly with item development teams to explain analytical results.
Develops mechanisms to interface with Test Development Management systems to provide data characterizing items and tests.
Advises with respect to conducting and scoring of other assessments of proficiency such as Oral proficiency interviewing.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirement: For Mathematical Statistician Series 1529
You must have a bachelor's degree from an accredited college or university OR a combination of education and experience equivalent to the completion of a bachelor's degree. Studies must have included at least 24 semester hours of mathematics and statistics, 12 of which must be in mathematics and 6 of which must be in statistics. Transcripts MUST BE SUBMITTED. If the transcript are not submitted, the application will be rated as ineligible.
OR
A Combination of education and experience - at least 24 semester hours of mathematics and statistics including at least 12 hours in appropriate experience or additional education. GRADE LEVEL REQUIREMENTS: In addition to meeting the Minimum Education Requirements above, applicants must have the experience listed below:

One year of specialized experience which includes 1.) using statistical methods to conduct statistical analyses 2.) preparing technical reports and professional papers on survey data 3.) developing solutions to statistical problems and establishing new statistical and analytical methodologies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.
Time In Grade: time in grade does not apply because this is a DoD DHA solicitation and subsequent appointments result in a new federal civil service appointment.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
