This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the technical authority and subject matter expert for the development and application of professionally sound and valid psychometric models and methodologies for constructing and setting cut scores.
Duties
Design, plan, and implement production, research and evaluation projects for surveys and/or census activities.
Provide guidance and advice for various methodological issues such as sampling, estimation and weighting, and nonresponse bias analysis.
Direct the work of one or more staff members on a regular and recurring basis.
Develops and applies mathematical formulations of measurement reliability, consistency and accuracy that can be applied to assess the quality and validity of Defense Language Proficiency Testing.
Coordinates contractor work with related work conducted by Defense Language Institute -Foreign Language Center personnel.
Develops mechanisms and interfaces with Test Production and Content Management Systems to provide data characterizing items and tests to retrieve information needed for analysis and reporting.
Performs supervisory personnel tasks. Provides administrative and technical supervision over subordinate staff.
Plans for and assigns work to be accomplished based on priorities for the organization.
Coordinating and integrating a number of major work assignments and projects where timing is important.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a supervisory position within General Schedule Supervisory Guide (GSSG). A one year probation may be required unless already served.
- Business travel is required up to 5% of the time.

Minimum Education Requirement:For Mathematical Statistician Series 1529
You must have a bachelor's degree from an accredited college or university OR a combination of education and experience equivalent to the completion of a bachelor's degree. Studies must have included at least 24 semester hours of mathematics and statistics, 12 of which must be in mathematics and 6 of which must be in statistics. Transcripts MUST BE SUBMITTED. If the transcript are not submitted, the application will be rated as ineligible.
OR
A Combination of education and experience - at least 24 semester hours of mathematics and statistics including at least 12 hours in appropriate experience or additional education. GRADE LEVEL REQUIREMENTS: In addition to meeting the Minimum Education Requirements above, applicants must have the experience listed below:

One year of specialized experience which includes 1) Applying advanced statistical techniques to sampling, forecasting, quality control and operations research. 2) Serving as a technical expert or advisor to peers on various statistical analyses and methods. 3) Assigning work to subordinates based on priorities, in addition to giving advice, counsel, or instruction to employees on both work and administrative matters. 4) Researching, planning and implementing aspects of survey and sampling designs that ensure continuity between data collection and analysis of data.This definition of experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Education
