About the Position: Position may be filled as a temporary promotion or detail NTE 1 year by a current permanent Army employee. Temporary promotions or details may be extended up to a maximum of five years and may be made permanent without further competition.
Position may be filled as a Temporary Appointment not to exceed 1 year, if candidate is not a current permanent Army employee. Temporary Appointments may be extended up to a maximum of three years.
Duties
Serve as organization's Budget Officer and Chief, Budget Division, with responsibility for the quantity and quality of work done and for assuring efficient and effective work operations.
Direct and coordinate the preparation, execution, and review and analysis of the organization’s budget.
Provide staff level financial management for the Army Working Capital Fund.
Provide centralized financial management functions for organization’s operations to include determining reimbursement from tenant activities.
Establish policies, guidance, and procedures for budget formulation and budget execution.
Provide technical and financial advice to installation program managers and their staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle -Financial Management, section 1051, amending 10 United States Code, section 1599d.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Managing and executing multiple financial and resource management programs for an organization; 2) Implementing a financial and budgetary process based on organizational mission requirements; 3) Establishing performance requirements and evaluating subordinate Team Leads and other subordinate employees; AND 4) Providing guidance on fiscal laws, regulations, or policies pertaining to financial management to leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
