This position is located in the Infrastructure, Environment and Private Sector (IEPS) Division, Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-11/12, MCC uses a pay banded system to compensate employees. This position is pay band 4B/4A which is generally equal to GS-11/12.

Duties

Coordinates and performs work assignments related to Private Sector and Blended Finance activities working with in-country counterparts. Assists with operational duties to support the development and/or implementation of international assistance programs for a developing country. Provides advice and guidance regarding issues affiliated with country compact programs and projects. Monitors and tracks project problems and issues and provides status reports to senior staff. Provides comprehensive contract management including tracking progress and completion of deliverables, reviewing quarterly disbursement requests for programmatic activities and monitoring Compact budgets and procurement plans. Monitors and tracks projects and provide oral or written reports to senior staff. Assists in the preparation of data for quarterly portfolio reviews of projects on a country-by-country basis. Reviews program funding and spending data and develops cost information reflecting program trends for an assigned area of an organization's financial program. Analyzes financial status reports for overall program status. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops preliminary recommendations and proposals. Prepares drafts of findings and/or recommendations for review by more senior specialists. Prepares a variety of documents related to the hiring of consultants and in the related on-going management of the related contracts. Addresses procurement problems that require interpretation or adaptation. Analyzes established programs and performs duties to support administrative planning activities for the organization. Undertakes international travel on a quarterly to semi-annual basis to support program design and implementation. Responds to requests for information concerning research in specific areas. Reviews and analyzes specialized or technical information from a wide variety of sources. Develops, engages, and supports operational relationships with foreign governments and private sector actors to advance MCC's formulation and creation of innovative development programs. Conducts research and analysis in topics in specialized program areas. Searches MCC and outside databases to obtain technical reports of completed research and data on ongoing projects. Prepares written responses to inquiries requiring a tailored response. Responses contribute to other research facets, which form a basis for policy consideration. Performs other related duties as assigned.

Qualifications

To qualify for pay band 4B, applicants must meet the following: Have one year of specialized experience equivalent to MCC Pay band 4C or GS-11 level that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience are: coordinating and assisting with operational duties to support the development or implementation of international assistance programs; monitoring and maintaining statistical reports, project results and providing oral or written on project activities; reviewing and tracking program funding and spending data and developing cost information reflecting program trends; and searching databases to obtain information and responding to inquiries on program/project activities. (NOTE: This experience MUST be well documented on your resume or application). To qualify for pay band 4A, applicants must meet the following: Have one year of specialized experience equivalent to MCC Pay band 4B or GS-12 level that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience are: providing advice, guidance and operational support to the development or implementation of international assistance programs in a developing country; developing, monitoring and maintaining statistical reports, project results and providing oral and written on project activities; reviewing and tracking program funding and spending data and developing cost information reflecting program trends; and searching databases to obtain information and responding to inquiries on program/project activities. (NOTE: This experience MUST be well documented on your resume or application). Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 11 to be eligible for pay band MC- 4B. You must have one year of Federal service equivalent to or GS- 12 to be eligible for pay band MC- 4A.
