The Administrative Specialist is responsible for performing a variety of complex analytical assignments related to the provision of Agency management and administrative services, with special emphasis on procurement (requisitioning and receipting equipment, supplies, and services through the Acquisition Control System (ACS) and Smartpay 2 Program), travel/Concur, and transportation/transit subsidy activities, for the primary purpose of assuring efficiency and effectiveness of operations.
Duties
The duties may include, but are not limited to:
Reviews, analyzes, and evaluates existing acquisition, travel, and transportation regulations, directives, policies, procedures, and instructions.
Using a variety of qualitative and quantitative techniques, analyzes and evaluates various administrative services activities, and recommends ways to improve and streamline operational activities.

Keeps abreast of administrative services trends, innovations, and new or changes to existing processes, practices and procedures for applicability to client administrative services operations.
Carries out a variety of special projects.
Typical projects include the assessment of the impact of administrative practices on client operations for the purpose of determining the need for new and/or enhancements to existing services.
Prepares correspondence on a variety of administrative matters to internal and external customers.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Evaluate and manage the administrative issues, program goals and objectives, work processes, and administrative support operations of the organization in at least 3 of the following categories: Accountable Property, Procurement, Travel, Time and Attendance and Onboarding.
Interpreting and applying Federal laws policies, regulations, and procedures relating to administrative and program management issues and operations in at least 3 of the following categories: Accountable Property, Procurement, Travel, Time and Attendance and Onboarding.
Skill in written communication to present written reports and recommendations and policy and procedures which pertain to organization and administrative support functions.
Plan, coordinate, and conduct projects and recommend methods to improve administration functional responsibilities.
Use of office automation systems such as, Windows, Microsoft Office, electronic mail, etc., to prepare reports, correspondence and various documents.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree related to the work of the position as described in the vacancy announcement, OR L.L.M, if related.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
