Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Social Science Analyst in the Assistant Secretary for Planning and Evaluation's (ASPE) Office of Human Services Policy you will use your knowledge and experience to optimize HHS's work to improve child wellbeing by:
Developing memoranda, briefs, talking points, issue papers, and other materials that accurately identify issues, present appropriate summaries of the evidence base, and make recommendations to supervisor and other managers and leadership.
Briefing supervisor, office leadership, and other Department leaders on the results of analyses, research, and evaluations.
Planning, directing, and conducting research and policy analysis activities including surveys, interviews, case studies, and new or innovative methods to make recommendations about system and program improvement and regulations.
Maintaining current knowledge of research and evidence-based practices related to HHS early childhood education programs, and related systems and initiatives across all levels of government.
Identifying and maintaining collaborative relationships between ASPE offices, internal and external Federal agencies' programs, Tribal and State agencies, local programs and grantees, communities and parents with lived experience, and other partners to support program development and effectiveness.
Establishing, leading, participating in, and providing staff support for committees and working groups relating to early childhood education.
Developing new insights into strengthening early childhood policy; questions conventional approaches; encourages new ideas and innovations; advises on design and implementation of new or cutting-edge programs/policies.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications:
A. Must have at least a bachelor's degree in behavioral or social science; or related disciplines appropriate to the position.
OR
B. Must have a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Must have at least four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Minimum Qualifications GS-13:
Must have at least one year of specialized experience, equivalent to the GS-12 level in the Federal service performing ALL of the following:
1) Conducting and directing multiple analyses of federal, state, or local policies for early childhood education.
2) Communicating policy analysis of federal, state, or local human/social services to diverse audiences, including: (a) policy leaders or program decision makers, AND (b) technical assistance providers, groups representing parents or children, other intermediaries, parents, or communities with lived experience.
3) Coordinating across multiple human services programs, fields, levels, or sectors on complex issues affecting young children and their families.
