As a Supervisory Policy and Oversight Program Manager you will provide leadership, oversight, and policy compliance to ensure effectiveness in the areas of rent pricing and billing. This position is located in General Services Administration, Public Buildings Service of the National Capital Region. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Provides leadership, oversight, and policy compliance to ensure effectiveness in the areas of rent pricing and billing. Manages functions to ensure the implementation of nationally approved standards and practices for rent pricing and billing. Serves as a recognized expert in the Pricing field with the technical knowledge, practical experience, and competency to understand and explain and train in-house staff and customers. Ensures consistency between programs goals and efficiencies, status of accomplishments, process achievers, and costs balanced against mission priorities and efficiency. Ensures solutions are addressed in and support the strategic plan. Advises on implementation of new ideas, procedures, processes, methods, or approaches of substantial scope, difficulty, and complexity in areas of short-/long-range strategic planning/development/deployment, continuing improvement initiatives, or program integration. Exercises technical expertise, creativity, and progressive and seasoned judgment. Prepare and present requested briefing/presentation materials for senior management and represent GSA by personally conducting presentations as requested. Implements and manages a centralized data collection, reporting analysis, and presentation of program information to track and monitor program achievements, trends in industry, and trends in program effectiveness and impacts. Communicate to team members specific problems to be solved or program issues to be reviewed; coach the team and/or individual members in identifying the parameters of effective, efficient resolution; assist team members in developing performance measures for evaluating program areas such as effectiveness in meeting management goals and level of customer satisfaction; communicate team success in meeting performance goals, evaluates customer assessments and monitors group progress.

Requirements

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with the Selective Service if you are a male born after 12/31/1959

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $132,368 per year.  To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.  Specialized experience is defined as: 1) Advising on implementation of new procedures, processes, or methods in short-/long-range strategic planning and continuing improvement initiatives; 2) Applying analytical and evaluative methods and techniques to track and monitor efficiency and effectiveness of program operations; 3) Providing advice on the interpretation and/or implementation of new or revised procedures in regarding to rent pricing and billing; and 4) Supervising and/or leading daily activities for an organization.
