Job opening: Human Resources Specialist (EMPL & LABOR REL)

Salary: $64 957 - 102 166 per year

The position is located in the Office of Human Resources, Employee and Labor Relations which is responsible for administering a comprehensive employee and labor relations program that includes establishing and implementing policies, procedures, and practices to address employee misconduct, performance issues, union negotiations, grievances, etc., throughout the Court Services and Offender Supervision Agency.

Duties

Administers and supports CSOSA's Employee and Labor Relations (ELR) program consistent with the applicable law, rules, regulations, policies, procedures, and practices. Provides guidance and advisory services to managers, supervisors, and employees on matters related to the employee relations function, including but not limited to leave administration, discipline and adverse actions, performance management, reasonable accommodations, Office of Workers' Compensation Programs (OWCP), and other related areas. Coordinates the Voluntary Annual Leave Transfer Program. Advises managers and supervisors on corrective and disciplinary actions. Prepares general correspondence, written counseling letters, letters of caution/direction, Letters of Reprimand, and proposal and decision notices. Performs a technical review of matters to assess merit and reasonableness of penalty. Prepares reports and processes disciplinary personnel actions using HRIS systems. Manages databases and tracking sheets for the ELR program. Performs Employee Relations program administration reviews and evaluations to ensure regulatory compliance. Provides support for resolving operational program issues. Provides guidance and advisory services to management officials on matters related to the labor relations function, including but not limited to the collective bargaining agreement, negotiated grievance process, negotiations, and other related matters. concerning labor Relations policies, procedures, and guidelines. Establishes and maintains effective relationships with the labor organizations that represent bargaining unit employees; confers with the labor organization on behalf of management and provides guidance, consultation, and assistance to management on a variety of labor relations matters. Maintains regular contacts with managers and supervisors to ensure that the union is being conferred with on all appropriate matters with respect to the collective bargaining agreement; constantly working toward establishing a positive working relationship. Assists management officials in resolving disputes. Participates in the development and presentation of material for formal training of managers, supervisors, and employees in the human resources specialty areas of employee relations, labor relations, and performance management. Performs fact-finding in connection with unfair labor practice charges and complaints of varying difficulty and complexity. Researches and evaluates laws, regulations, and precedents applicable to the ELR function, using Cyberfeds, Westlaw and/or other research tools. Maintains file systems, updates various documents, spreadsheets and databases regarding employee and labor relations, reports, and tracks information in these areas.

Qualifications

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to perform the following type of work and/or tasks: working with management/supervisors responding to complaints, grievances, and/or appeals; preparing and/or reviewing documentation associated with disciplinary or performance cases; and applying HR policies, procedures, and guidelines to work relating to Employee relations, Labor relations or EEO; OR B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources Management, Public Administration, Business Management, or Law; OR C. A combination of education and experience as listed above. You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your knowledge of fundamental employee relations and/or labor relations law, rules, regulations, policy, principles, and practices sufficient to guide and advise managers, supervisors, and employees on matters related to leave administration, discipline and adverse actions, performance management, reasonable accommodations, OWCP claims, grievances, collective bargaining agreements, and/or negotiation, etc., including those which are confidential or sensitive in nature and occasionally controversial; OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources Management, Public Administration, Business Management, or Law; OR C. A combination of education and experience as listed above. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be eligible for the GS-09 position, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be eligible for the GS-11 position, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
