Serves as the Administrative Officer for the Logistics Service in a VA Health Care System (VA HCS) and supported catchment area. The position has administrative responsibility, accountability, and oversight for the Logistics programs and activities across the full jurisdiction of the health care system. The Administrative Officer coordinates and implements all the administrative activities of the service. The position reports directly to the Facility Chief Supply Chain Officer (CSCO).
Duties
Duties include but are not limited to :
Provides for the overall administrative management of the Logistics Service.
Interacts frequently with VA HCS management and personnel, VACO, VISN and community officials to keep abreast of substantive service issues within the organization.
Monitors performance, suspense actions, and enforces the directions of the CSCO to ensure issues are brought to closure.
Prepares, edits and archives all official correspondence requiring the Chiefs signature or approval.
Prepares and updates the Annual Operating Plan.
Manages all aspects of the Clinical Product Review Committee.
Reviews and updates all Standard Operating Procedures (SOP) related to property management, GIP and/or related information systems, and warehouse/distribution functions.
Maintains working knowledge of the Personnel Identity Verifications (PIV) badging system and coordinates clearances and access for all Logistics visitors and contractors as necessary.
Schedules or coordinates all service meetings, prepares agenda, and prepares minutes for each.
Coordinates the personnel management program for Logistics Service, performing or overseeing all aspects of human resources requirements.
Advises the Chief and Supervisors regarding procedures, laws, regulations and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources, and participates with managers in reviewing needs, plans, and goals to develop budget data and justification for review and approval.
Serves as a purchase cardholder and approving official for equipment and commodities procurements to ensure that cardholders adhere to the procurement requirements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-7 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Compiling information and preparing administrative reports for briefings;
Maintaining and updating databases and shared computer drives;
Providing advice and assistance to managers and staff concerning personnel processes and procedures;
Coordinating with management to control purchasing and use of supplies.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education. Note: One full year is defined as the number of credit hours that the school attended has determined to represent 1 year of full time study. If that information can not be obtained, 18 semester hours will be considered as satisfying the one year of full time study requirement.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education Only Education beyond the Undergraduate level counts.

Superior Academic Achievement (SSA): Applicants may qualify based on SSA at this level. You must have completed all requirement for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
Rank in the upper one-third of your class in the college, university or major subdivision.
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Coordinating and monitoring the functions of administrative services within an office;
Managing budget activities
Assisting with contracting functions and managing procurement;
Assisting with human resources functions to include recruitment, position classification, performance, training, and space utilization;
Preparing letters, reports and presentations; retaining procurement records and reconciliations
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent degree or two full year of progressively higher level graduate level education leading to such a degree or LL.B or J.D., if related. Note: One full year is defined as the number of credit hours that the school attended has determined to represent 1 year of full time study. If that information can not be obtained, 18 semester hours will be considered as satisfying the one year of full time study requirement.
