Responsible for planning, developing, coordinating, implementing, directing, and controlling the overall activities related to budget, human resources activities, training, contracting; quality monitoring and compliance with applicable regulation or policy. The Health Administration Service (HAS) is very large with more than 300 FTE. Budget issues and constant staffing changes make the position challenging.
Duties
Major Duties include (but not limited to):
Monitoring all Human Resource activities for the service and trains and provides guidance to supervisors regarding staffing, performance management, competencies, time and attendance, and other human resource policies and practices.
Advisor to supervisory staff and the Chief, HAS regarding human resource policies and procedures, and other quality monitors in the Service.
Exceptional oral and writing communication skills for speaking in front of internal and external groups, writing policies, procedures, memorandum, and training materials.
Resolves disputes between service/specialties regarding the administrative data and negotiating solutions.
Frequent direct contact with the other clinical Service Chiefs, veteran service officers, physicians, nurses, other professional staff members, and the general public.
Informs the supervisor on findings, issues, or problems with widespread impact.
Deal with a variety of individuals with tact and diplomacy.
Work Schedule: Monday - Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2024.
GS-12 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Analyzes the administrative workflow and problems to establish and develop operational procedures.
Examines routine and highly complex operational system(s), problems, determining the priority order of necessary actions to resolve problem(s).
Applies analytical and evaluative methods and techniques to issues or studies, concerning the efficiency and effectiveness of program operations.
Responsible for the budget planning and execution for the Service on an annual basis.
Prepares and submits quarterly Management Improvement Program briefing reports, outlining the status of short and long-range service objectives.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary, but may involve some walking, bending and occasional lifting of up to 20 pounds.
