Duty Location: Folsom, Fresno, Willows, or Location Negotiable, CA*
*Negotiable locations: Bakersfield, Hollister, and Los Banos, CA. Final determination will be made by the selecting official. This is not a virtual position.
Duties
Serves as a Construction Management Specialist for the Willows Construction Office.
Reviews project plans and specifications prior to contract advertisement to determine practicability from construction standpoint.
Plans and schedules construction projects and conducts studies to evaluate and recommend ways to improve the effectiveness and efficiency of construction work operations and contract activities.
Attends pre-bid and pre-construction conferences to discuss construction features and requirements.
Develops new or modified work methods, management processes, and procedures for construction.
Responsible for monitoring construction progress and review.
Confers with contractor representatives on matters pertaining to construction activities to resolve differences of opinion.
Assists in the interpretation of and analysis of plans and specifications and provides support to engineering, surveying, and inspection personnel.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience reviewing project plans and specifications; performing construction administration and contract management; planning and scheduling construction projects; visiting construction sites to monitor progress; recommending changes in schedules to accommodate on-site conditions or expedite construction; monitoring construction progress and review; and coordinating with contractors and inspectors to resolve differences. You could otherwise qualify on the basis of Education having 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, OR a combination of education and experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/28/2023.
Education
This vacancy announcement allows substituting education for experience.
