DCSA's Chief Strategy Office Change Management & Strategic Planning (CM & SP) branch is seeking a Supervisory Program Specialist. Duties

Serve as a leader in the DCSA Chief Strategy Office to: - Act as a supervisory program specialist, leading a team and managing agency transformation projects aligned to the DCSA strategic plan. - Plan and execute a variety of change management initiatives to support DCSA programs and operations to address change management gaps/requirements and improve operational effectiveness. - Develop communication strategies and communication materials to support organizational change management outcomes. - Engage with a variety of stakeholders to promote and discuss change management planning and implementation, change management measures formulation, data collection, target-setting, and reporting practices. - Identify, recommend, document, and implement guidance, processes, and procedures to support organizational and process changes across the agency. - Review and analyze data for key performance measures and change management objectives in support of strategic goal implementation. Local Commuting Area (LCA) Definitions: Quantico, VA All U.S. Citizens who reside or currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Washington, DC All U.S. Citizens who reside or currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia. Fort Meade, MD All U.S. Citizens who reside or currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; Virginia counties of Arlington and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Ability to plan, implement, and communicate broad, complex, and potentially controversial change programs that require coordination with management. Ability to lead a team of government and contractor personnel working diverse change projects. Knowledge of the techniques of project assessment, planning, management, monitoring, and evaluation. Skill in managing multiple and/or complex programs/projects. Knowledge of qualitative and quantitative analytical methods that can be used in analyzing, evaluating, and improving the effectiveness of the operations. Specifically you will be evaluated on the following competencies: 1. Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. 2. Communication: Communicate orally and in writing. 3. Stakeholder Management: Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative). 4. Management Analysis: Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 5. Project Management: Applies the principles, methods, or tools for developing, scheduling, coordinating, and managing programs, projects and resources, including monitoring and inspecting costs, schedule, and performance.
