This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Financial Resources (ASFR), Office of Acquisition (OA), Office of Strategic Programs and Business Systems. ASFR advises the Secretary on all aspects of budget, grants, financial management, and acquisition management, and directs implementation of these activities across the Department.

Duties

ABOUT THE POSITION The Executive Director for Strategic Acquisition Programs and Systems will exercise leadership in the formulation and promulgation of Department-wide policy and regulations governing the Department's acquisition programs. Provides functional management oversight over the following programs: Category Management, Sustainability, Purchase Card, Industry Engagement, Acquisition Business and Information Systems and Contractor Performance Assessment Reporting Systems (CPARS). Uses cost effective techniques to maximize DHHS' flexibility to achieve quality, timeliness and economies of scale through acquisition support programs such as category management, sustainability and purchase card programs. Ensures contractor performance assessment strategies policies are implemented across the enterprise. The incumbent oversees tailored strategies and actions to reduce unaligned contract spend and execution of plans to increase use of best-in-class contract solutions. Implements and maintains efficient processes and policies to support federal category management goals. Actively works closely with industry to understand the direction of the marketplace and incorporating innovative approaches and solutions to meet HHS contracting needs. Actively develops and implements a category management business model that enables the federal DHSS to eliminate redundancies, increase efficiency and effectiveness in service delivery. Actively implements and oversees the Government Purchase Card (GPC) Program. Guides and provides expert consultation on streamlined approaches for small purchase and simplifying administrative efforts associated with procuring goods and services under the micro-purchase threshold. Maintains DHHS program policies and procedures in accordance with prevailing federal policies. Provides guidance and oversight for the HCAS and provides the framework to implement acquisition business processes from concept of need through contract close-out. Executes consolidated acquisition solutions for the Department and provides a requisitioning process through iProcurement along with various processes supporting pre and post-award contract execution, contract administration, and performance management applications for HHS Staff Divisions (STAFFDIVs) and Operating Divisions (OPDIVs). Implements cross-functional working groups to develop and execute strategies efficient and effective business practices related to the acquisition lifecycle.

Qualifications

Open to all groups of qualified individuals from the public. Current employees within the Federal civil service. Career SES and SES reinstatement eligibles. SESCDP graduates may also apply for noncompetitive consideration. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Demonstrated experience and knowledge with acquisition programs (e.g Government Purchase Card, CPARS, Sustainability, Category Management, Innovation, etc) and federal acquisition innovation initiatives to streamline and enhance acquisition procedures. Demonstrated experience managing and modernizing business systems that sustain and enhance contracting efforts (e. g. contract writing systems, data repositories, integration of contract writing systems financial management systems). Education

Basic Requirements: Applicants must meet the basic requirement for this position.

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
