The position is located within the Nursing Service of the Bay Pines VA Healthcare System (BPVAHCS). This position is responsible for overseeing the administrative functioning of the organization including managing the inpatient nursing budget. The Administrative Officer applies analytical and evaluative skills and specialized principles and practices of management to advise, collaborate, and carry out the responsibilities of the position.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Duties include, but are not limited to:
Responsible for providing leadership and program coordination in the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations, and programs.
Develops, plans, schedules new methods of operations that require identification of short term and long-term objectives and goals based on an understanding of the program, strategic priorities, and related initiatives within the organization.
Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations.
Works with other facility Administrative Officers, Managers and Supervisors in identifying opportunities for performance improvement, defining audit topics and criteria for Performance Appraisals, and reviewing the documentation generated to assure compliance with the Joint Commission on Accreditation of Health Care Organizations (TJC), accreditation standards, Medical Center and other legal and regulatory guidelines.
Maintains an awareness of resource utilization and availability, and makes recommendations to management regarding needs, distribution, or redistribution of these resources.
Performs administrative work, which includes management of administrative staff and day-today activities within the Office of the DAD PCS and all other administrative areas within the service.
Facilitates team or unit processes by working in collaboration with team members or employees to ensure that tasks are completed.
Ensures that systems are in place to track mandatory training completion; timecard submission and clearance of departing employees, ensuring that computer access is disabled when appropriate.
Records and organizes documents relating to expenditures to provide accurate and timely data and immediate visibility concerning availability of funds.
Reviews financial reports and resolves discrepancies with the appropriate accounting office.
Assures that all expenditures are properly authorized and documented. Establishes, organizes, and maintains a system of internal controls for the management of funds in allocated cost centers and funds associated with other programs.
Evaluates, processes, and makes recommendations for effective organizational changes to support process improvement plans and goals for the entire service.
Coordinates all administrative and financial functions necessary to assure the smooth and efficient functioning of the Service.
Performs other related duties and responsibilities as necessary.
Work Schedule: 7:30am-4:00pm Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

You may qualify based on your experience and/or education as described below:
For the GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Learns VA regulation, policies, procedures, and directives; Learn and apply newly acquired skill in applying budgetary and fiscal management principles and techniques; Acquire knowledge related to regulatory processes and initiatives, such as the Joint Commission, CARF for example; Will have a fundamental knowledge of both written and oral communication including databases and spreadsheet applications, Microsoft Office, including Word, Excel, Power Point. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. This education must have been obtained in an accredited college or university. (TRANSCRIPT REQUIRED)This education must have been obtained in an accredited college or university. OR,
Combination: You must possess a combination of successfully completed post-high school education and specialized experience to meet total qualification requirements at the GS-09 level. (TRANSCRIPT REQUIRED)
For the GS-11:
Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Organizes work, set priorities, determine requirements; coordinates with other organizations or parts of the organization to accomplish goals, monitors progress and evaluates outcome; Use office machines, computers and computer applications effectively; Influences, motivates and challenge others, adapts leadership style to a variety of situations; Express information to individuals or groups effectively, taking into account the audience and nature of the information, makes clear and convincing oral and written presentations; Identifies problems: determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and make recommendations.
Education: Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. (TRANSCRIPT REQUIRED)

Physical Requirements: The position involves routine sedentary activities such as reading records, files, and references, writing documents and memoranda, and analyzing statistical, financial, and other work/organization related documents. Short turn-around times and constant changes in schedules and expectations are considered somewhat stressful.
