The Supervisory Registered Respiratory Therapist is responsible for providing administrative and technical supervision to all employees in the Respiratory Therapy Service at the Overton Brooks VA Medical Center in Shreveport, LA. The incumbent will also work as a respiratory therapist and clinical instructor to students assigned to this department for training, and as a consultant to staff physicians, residents, and interns.

Duties

The Supervisory Registered Respiratory Therapist participate in short- and long-range planning in areas directly affecting the Respiratory Therapy department. The incumbent will have supervisory and management skills, sufficient to perform the described duties, as demonstrated by education and experience. Duties as Shift Supervisor include but not limited to: Assist in providing administrative and technical supervision for at least three employees (full-time equivalent) whose work involves providing respiratory and related care. On a daily basis, assign duties to subordinate technicians, on a selective basis taking into consideration key job elements such as complexity, difficulty, and requirements of assignment. Also considers qualifications, capability, and availability of technicians in making assignments and decisions. Assumes and assigns self a workload as the need arises to accomplish a high quality of patient care. Assigns duties and responsibilities to staff relative to respiratory care of patients to include adequate work coverage at all times. Informs staff of management goals and objectives, and relay to higher authority the degree of staff participation and concerns. Assist in the issuance of Respiratory Care's policy and procedure manuals. Adhere to current policies, offer suggestions for policy compliance, and formulate new policies as assigned by the Chief. Assist in the implementation of changes in technical function and work organization to improve services rendered the veteran patient within allocated resources. Assist in chart reviews and audits of respiratory care procedures, recommending changes as appropriate. Assists in the selection for employment from the lists of eligible referred by Human Resources acceptable candidate to fill vacant positions within the department. Participate in education of new employee orientation, provide in-service training to respiratory care staff, and maintain employee records. Evaluates performance of subordinates and identifies continuing education and training needs. Approves and disapproves scheduled and unscheduled leave under the direction of the Chief of Respiratory Therapy. The respiratory care department is responsible for providing quality, expedient patient care to all areas of Overton Brooks VA Medical Center. Assume responsibility for all Respiratory Care procedures during their assigned shift, as requested by the Chief. Assume responsibility for paperwork to be completed on a per shift basis, as requested by the Shift Supervisor. Assume authority of the shift in the absence of the Shift Supervisor. Assist with special projects as requested by the Chief. Exclusive of personnel assigned to the Respiratory Therapy department, incumbent also participates in the education of respiratory therapy students assigned to this facility for training. Provides classroom lectures and clinical instruction regarding respiratory care to respiratory therapy and medical students, resident and intern physicians, nurses, nursing students, and other allied health students. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor. Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT. Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. Credentials granted in the credentialing process to becoming registered as defined below: CRT. Upon graduation from an accredited program, Respiratory Therapists (RT) are eligible to take a national examination and upon passing, the individual is granted the credential of CRT by the NBRC. RTs who hold a CRT credential are limited in duties and responsibilities and differ from those who hold an RRT credential. RRT. Upon graduation from an accredited program, RTs are eligible to take a national examination and upon passing, the individual is granted the credential of RRT by the NBRC. Grade Determinations: Supervisory Registered Respiratory Therapist, GS-13 Experience, Licensure and Credential. Candidates must have: i. One year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. ii. Hold an active license and RRT credential. Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs: i. Ability to plan and assist in the establishment of a completely integrated respiratory care program. ii. Ability to recommend improvements based on evaluation of facility operations. iii. Ability to supervise employees. iv. Ability to manage the fiscal aspects of the functions supervised. Preferred Experience: A candidate which would be considered preferred would have: at least 5yrs experience in caring for adult patients in the area of Acute/Critical Care; would have experience as a supervisor and/or Lead Therapist; have an advanced education - Bachelor's or Masters given more weight; positive feedback from current and previous managers. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, pulling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment.
