The Department of Veterans Affairs (VA) Research Program strives to promote Veteran centered care to improve patient experience and outcomes. The VA Center for Integrated Healthcare (CIH), a VA Office of Mental Health and Suicide Prevention (OMHSP) Center of Excellence, has a mission to improve the health care of Veterans by enhancing the integration of mental and behavioral health services with medical settings. The position is vital within the CIH where research programs are conducted.
Duties
Duties include but are not limited to:
Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines; and uses judgment in choosing and applying the appropriate policies, practices, and regulations for the specific funding agency or research activity.
Provides administrative support to meet the strategic planning goals of R&D.
Exercises judgment in decision making, regarding the balance of the overall budget to assure proper emphasis on critical areas.
Provides procedural and regulatory guidance concerning availability of or limitations on the use of funds.
Ensures obligations incurred and resulting expenditures of funds are in accordance with pertinent, research and procurement regulations.
Ensures regulatory provisions are applied to the appropriation and budgetary process of research applications.
Reviews and assures grants budget requests are complete, appropriate, and justified for project needs to determine an appropriate starting date.
Assembles historical data on costs trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand. The work involves comparing and contrasting content and historical budget and workload data for the same or closely related programs and activities to discern trends in spending and to anticipate needs for funds or reprogramming actions.
Based on a variety of information, the position prepares estimates for projected operating budget(s), prepares justifications for the estimates, consolidates estimates, and prepares justification for the consolidated budget.
Maintains cost accounting ledgers for current and prior year appropriations assigned to research, including but not limited to Biomedical Laboratory Research, Clinical Sciences Research, Rehabilitation Research, Health Services Research, Career Development programs, Cooperative Studies Program, and separate cost centers, plus reimbursable funding and General Post Fund Accounts (funds from numerous sources donated for research).
Analyzes historical financial operating data and spending patterns.
Applies qualitative and quantitative analytical methods, techniques, and administrative duties to analyze and evaluate research plans and funding for one or more future budget years, including but not limited to cost-benefit analyses, risk sensitivity analyses, probability assessments, quantitative analyses, and qualitative analyses.
Monitors contracts and submits timely extensions; approves option years; follows up with VACO contracting group and sends status updates to stakeholders.
For purchases involving equipment, contracts, or services, over $10,000, the position works in conjunction with investigators and prepares all needed documents required for the purchase including justifications, specifications, vendor information, IT documentation, etc., and provides quarterly contractor's performance reports, and any other documentation required by Contracting. Assures that contracts are renewed, as needed.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience:
For the GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as one or more of the following: Assisted with routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; provided required data and assistance in developing budget and program planning summaries; assisted in the review and coordination of budgetary documents, allocations, and operating budgets; and performed analysis of unit budget needs;
OR
a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR
an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-11 level: Applicants must have one year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following: Performed a variety of budget analysis functions and work in the normal range of budget administration including budget formulation, budget presentation-enactment, and budget execution; assisted in the preparation of budget estimates and justifications; interpreted OMB directives and circulars; provided information and advice to program managers; reviewed budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitored budget; and recommended reprogramming of funds as needed;
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Physical Requirements: The work is primarily sedentary. The position uses a computer and standard office equipment to complete tasks. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. On occasion, the position maycarry light items.
