Employee will be assigned to the Center for Integrated Healthcare (CIH), Syracuse, NY, serving as a Budget Analyst, providing budgetary planning and fiscal management. Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include, but may not be limited to the following: Oversees all aspects of the CIH fiscal program in conjunction with the Administrative Officer (AO) and Executive leadership, and strategically plans, prepares, and carries out the fiscal program for the Center. Functions as the primary fiscal, budgetary, logistics, and contracting expert. Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines; and uses judgment in choosing and applying the appropriate policies, practices, and regulations for the specific funding agency or research activity. Exercises judgment in decision making, regarding the balance of the overall budget to ensure proper emphasis on critical areas. Provides procedural and regulatory guidance concerning availability of or limitations on the use of funds. Ensures obligations incurred and resulting expenditures of funds are in accordance with pertinent, research and procurement regulations. Ensures regulatory provisions are applied to the appropriation and budgetary process of research applications. Reviews and ensures grant budget requests are complete, appropriate, and justified for project needs to determine an appropriate starting date. Assembles historical data on costs trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand. Maintains cost accounting ledgers for current and prior year appropriations assigned to research. Formulates and executes short-and-long term budget plans. Reconciles cost control records with monthly, quarterly, and annual fiscal reports. Performs studies and audits on control and use of funds throughout each fiscal year. Analyzes historical financial operating data and spending patterns. Serves as a Contracting Officer Representative (COR) designee for the service and oversees areas of acquisition administration and contractor's performance, as it pertains to Research & Development. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm. SPECIALIZED EXPERIENCE-GS9: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience includes: skill in formulation, justification, and execution of budgets within a healthcare or research environment; analyzing and formulating annual research budgets; analyzing and evaluating contract and grant budgets; monitoring control point expenditures; utilizing databases and information systems to compute and analyze data; and preparing recurring and non-recurring reports. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE-GS9 (Transcript Required) - Applicants must possess at least 2 full years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINING EDUCATION AND EXPERIENCE-GS9 (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: skill in formulation, justification, and execution of budgets within a healthcare or research environment; analyzing and formulating annual research budgets; analyzing and evaluating contract and grant budgets; monitoring control point expenditures; utilizing databases and information systems to compute and analyze data; preparing recurring and non-recurring reports; and resolving a range of critical problems that occur with funding. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE-GS11 (Transcript Required) - Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINING EDUCATION AND EXPERIENCE-GS11 (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. You will be rated on the following Competencies as part of the assessment questionnaire for this position: AccountingContracting/ProcurementFinancial Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary. The employee uses a computer and standard office equipment to complete tasks. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. On occasion, the employee may carry light items.
