This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties include but are not limited to: This social worker has broad program management responsibilities which include the operation and management of key clinical, training, and/or administrative programs related to SUDs and specialty Mental Health care. The size of the medical center, program management, and scope of responsibility are grade determining. Responsibilities include development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Such programs deliver specialized, complex, highly professional services that are important program components of the medical center and significantly impact the health care provided to veterans. In addition, the social worker has supervisory responsibility for subordinates. In this, the social worker also has line and staff authority for resource allocations within the area of responsibility and ensures the efficient operation of the organizational unit. Responsibilities include supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant component of the medical center. Decisions are made exercising wide latitude and independent judgment. Further, the social worker assuming these responsibilities is expected to be a content expert in SUDs, visible at facility, VISN (19), and national levels. As such, the social worker may serve on committees and workgroups impacting policies and practice patterns at all three levels of influence. In addition, the social worker may represent the Montana VA Health Care System as a spokesperson concerning the status of care of veterans through communications with the media, political figures, and prominent officials within the Montana VA Health Care System, VISN 19, Montana, and VA Central Office. The social worker exercises a degree of autonomy in conducting clinical evaluations, treatment, and consultation appropriate to their grade level. In addition, the social worker regularly consults with their own first line supervisor, as well as peers, as required and as needed. The social worker reports to the ACOS, Mental Health. The ACOS provides administrative oversight for all persons functioning within the respective Service Line. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. References: VA Handbook 5005/120, Part II, Appendix G39. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospital, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
