This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division of Community HIV/AIDS Programs. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.
As a Nurse Consultant, you serve as an analyst in developing, monitoring, implementing, and evaluating interrelated public health programs aimed at improving health care quality.
Your major duties and responsibilities include:
Analyzing existing or proposed systems, strategies, services, or other health-related matters for long-range implementation and administration of public health programs.
Making recommendations to HHS managers providing expert clinical nursing and program knowledge on projects, and data related to the measurement of quality, legislation, and administrative proposals.
Overseeing contract or project management, related to the quality of nursing services and health care delivery.
Preparing briefing materials related to quality measurements and health assessment.
Planning, developing, and executing special studies designed to evaluate the effectiveness of clinical practices and health care services provided in HHS programs.
Conducting technical clinical reviews and assists nonclinical staff in the development and analysis of clinical reviews.

Requirements

Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. You must provide an SF50 dated September 2017 or earlier that verifies you occupied a 0610 position.
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

In addition to meeting the above requirements, in order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of minimum qualifying specialized experience equal to the GS-12 level in the federal service include performing the following types of tasks on a regular and recurring basis:
Using clinical indicators (e.g., rate or mean-based, or sentinel; related to structure, process or outcome, etc.) to measure and assess clinical performance and outcomes of health care and health services in order to determine and prioritize areas in need of improvement for public health programs.
OR
Providing technical clinical advice on the methodology and processes of using clinical indicators to develop and conduct clinical reviews aimed at evaluating the quality of clinical practices and healthcare services provided by public health programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
