This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division of Community HIV/AIDS Programs. Duties

Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients. As a Nurse Consultant, you serve as an analyst in developing, monitoring, implementing, and evaluating interrelated public health programs aimed at improving health care quality. Your major duties and responsibilities include: Analyzing existing or proposed systems, strategies, services, or other health-related matters for long-range implementation and administration of public health programs. Making recommendations to HHS managers providing expert clinical nursing and program knowledge on projects, and data related to the measurement of quality, legislation, and administrative proposals. Overseeing contract or project management, related to the quality of nursing services and health care delivery. Preparing briefing materials related to quality measurements and health assessment. Planning, developing, and executing special studies designed to evaluate the effectiveness of clinical practices and health care services provided in HHS programs. Conducting technical clinical reviews and assists non­clinical staff in the development and analysis of clinical reviews. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-12 level in the federal service include performing the following types of tasks on a regular and recurring basis: Using clinical indicators (e.g., rate or mean-based, or sentinel; related to structure, process or outcome, etc.) to measure and assess clinical performance and outcomes of health care and health services in order to determine and prioritize areas in need of improvement for public health programs. OR Providing technical clinical advice on the methodology and processes of using clinical indicators to develop and conduct clinical reviews aimed at evaluating the quality of clinical practices and healthcare services provided by public health programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
