The incumbent is assigned to the Credentialing and Privileging (C&P) Office, which is aligned to the Chief of Staff at a VA Medical Center (VAMC) and is responsible for providing lead administrative, consulting, technical direction and support to the C&P Specialists, C&P Manager and to program operations. The C&P Lead Specialist is aligned to and supervised by the C&P Manager.

Duties

The incumbent serving as the lead C&P specialist providing oversight and input regarding compliance with VHA policies, directives, memos, notices, The Joint Commission (TJC) standards, recommendations by the Office of Inspector General (OIG) and Government Accountability Office (GAO) and other internal or external auditors and reviewers as appropriate. Responsible for collecting relevant data and making informed decisions to ensure qualified health care professionals are providing appropriate care in appropriate settings. The incumbent is considered a subject matter expert (SME) to providers and service chiefs regarding routine and complex matters related to C&P including provider competence for the ongoing provider practice evaluation (OPPE) and focused provider practice evaluation (FPPE). The incumbent assists the Manager with outlining the VAMC C&P Program goals and objectives, identifies risks, ensures training and education, and completes second level reviews as appropriate. Serves as a consultant to the C&P Office Specialists, VAMC Leadership and the VISN C&P Officer when the C&P Manager is absent. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Individual Occupational Requirements (IOR): The Health System Specialist 0671 occupational series requires specific experience to be met in order to be appointed into a position of this series. This IOR is set by the Office of Personnel Management (OPM) and includes: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Specialized experience includes: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and ensuring compliance with policy and directives related to a health care credentialing and privileging program. In addition to the Individual Occupation Requirements, applicants must also meet the experience and/or education requirements as described below: GS-11 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the facility's medical staff functions and C&P program operations. Knowledge and skill in interpreting C&P, as well as Staffing regulations/requirements for health care practitioners in compliance with a broad range of National and Local Handbooks, Directives, Memorandums, MOUs, Policies, Medical Staff Bylaws and a variety of auditing and accrediting agencies. Knowledge of medical specialties, medical terminology, and design and implementation of best practices for criteria based privileging systems for granting of clinical privileges and/or reduction and/or revocation of clinical privileges. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree that is related to this position OR LL.M., if related. Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. TRANSCRIPTS REQUIRED. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of graduate education beyond the first 18 semester hours and specialized experience as described above in order to qualify. TRANSCRIPTS REQUIRED. Preferred Experience: Experience with credentialing and privileging; Experience working in individual and team settings; Experience with quality assurance; Experience with process improvement; Experience with database management, data retrieval and analysis; Proficient in Microsoft Office programs including Excel, Word, Power Point, Teams etc.; Experience with complex technical processes; Experience as a work leader; Ability to interpret and apply directives and regulations; Certification as CPCS or CPMSM preferred but not required. You will be rated on the following Competencies for this position: Compliance, Critical Thinking, Leadership, and Quality Assurance Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
