Duties

This position is located in the Office of the Director, Federal Bureau of Prisons (BOP). Serves as a confidential and informal information resource, communications channel, complaint handler, and dispute resolver. Responsible for the implementation and management of the Ombudsman Program for the Federal Bureau of Prisons. Responsible for collaborating with officials responsible for administering formal dispute resolution systems, building constructive relationships by resolving disputes and making recommendations that will create a more positive work environment ultimately resulting in a higher level of productivity, and enhancing the Bureau of Prisons' reputation. Serves as a management official. Technical supervision of employees in specific occupations is not exercised. The Ombudsman oversees a program, policy or procedure, or may assist in planning, directing, coordinating and evaluating policy. Policy formulation may be accomplished either directly by making policy decisions, or indirectly by developing proposals acted on by others. Has sufficient authority to make significant determinations that further the accomplishment of program objectives. May identify operational or program issues, and initiate corrective actions or recommend solutions with limited review or revision. Changes in policy may result as a consequence of the action taken by the employee.

Qualifications

To be considered for the position, you must meet the following qualification requirements. Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience which demonstrated detailed knowledge of appeal procedures available to federal employees including Merit Systems Protection Board, Equal Employment Opportunity Commission, Federal Labor Relations Authority, negotiated grievance procedures. Experience which demonstrated the ability to administer formal dispute resolution systems and make recommendations for dispute resolution. Experience which demonstrated the ability to analyze complex issues in order to recommend a course of action. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
