This position is in the Administrative Services Unit of the Associate Deputy Administrators Office of Diagnostics & Biologics, where you will work in the Financial Services Section responsible for user fee cost recovery: administrative policy and procedures; financial management/fee development; status of funds and financial data management; and input regarding computerized user fee data systems.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Maintains the DB User Fee system, including billing and collecting for diagnostic testing and reagents and implementing new user fee policies, procedures, guidelines and protocols.
Monitors the DB User Fee Help Line which includes responding to a broad range of inquiries/issues/concerns that are received by fax, phone, and email.
Monitors the user fee system to assure it meets established laws and regulations and that an official audit trail exists where required.
Negotiates unusual circumstances (i.e., requests from foreign governments and between Departments of the U.S. Government) and develops methods of payment.
Facilitates interactions between DB and all customers, including practicing veterinarians, universities, state laboratories, brokers, owners, field personnel, staff, etc.
Analyzes conflict/problem factors, anticipates effectiveness of alternative solutions, and makes cost/benefit determinations.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level) that demonstrates:
SPECIALIZED EXPERIENCE:
Communicating and conveying recommendations, advice, or guidance on financial processes to a diverse audience.
Researching or investigating problems or errors that require reconciling or reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity.
Managing externally driven high volume workloads and maintaining/creating customer satisfaction through timely and accurate accomplishments, at times with often demanding customers.
OR
EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position.
Equivalent combinations of education and experience are qualifying for this grade level.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
