The Financial Analyst serves as the lead of the User Fee Section of Diagnostics and Biologics (D&B) and is responsible for user fee cost recovery, administrative policy and procedures, financial management/fee development, status of funds and financial data management. The accuracy and effectiveness of these efforts greatly impacts the customer, the Agency mission, and compliance with Congressional intent and Federal law.

Duties

The duties may include, but are not limited to: Manages the D and B User Fee program, including billing and collecting for diagnostic testing and reagents and implementing new user fee policies, procedures, guidelines and protocols. Provides direction, training and technical guidance to lower-graded User Fee staff members. Reviews completed work; amends or rejects work not meeting established standards; monitors performance, progress, and training needs of employees. Maintains the User Fee Help Line which includes responding to a broad range of inquiries/issues/concerns that are received by fax, phone, and email. Monitors the user fee system to assure it meets established laws and regulations and that an official audit trail exists where required. Works with HQ Financial/User Fee personnel to identify and address needed legislative/user fee authority changes/updates. Informs customers at all levels of user fee procedures, processes, and limitations. Employs appropriate collection techniques for all areas of debt collection, including bird quarantine, reimbursable overtime, user fees, and trust funds.

Requirements

  • You must be a US Citizen or US National.

  • Work is performed in a normal office setting. There is some walking, standing, bending, and carrying of light items. A great deal of time is spent on the telephone.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Interpreting complex rules and regulations to resolve problems regarding user fees. Managing high priority financial and business operations tasks with competing deadlines. Providing recommendations and guidance related to user fees. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
