As an AST, Gas and Fluids Engineer in the Propellants and Life Support branch, you will be responsible for planning, acquisition and control, including operational readiness and engineering support of fluids supply equipment and facilities for cryogens, high pressure gases, hypergolic propellants, and life support. Your duties will also include monitoring and providing technical guidance to contractors engaged in this work.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Perform propellants acquisition functions at Kennedy Space Center and agency locations. Identify, develop, and review aerospace program logistics support requirements; initiate studies; and perform requirements analysis and cost estimates. Analyze and make recommendations to ensure the most cost effective and reliable sources of liquid propellants and gases. Resolve agency-wide liquid propellant and gas issues due to supply chain disruptions and product purity. Provide technical oversight, surveillance, and management of contracts, ensuring contractors comply with defined statements of work and specifications while documenting contractor performance. Assist the Contracting Officer in interpreting technical requirements and contract scope, providing technical guidance to contractors regarding procedures, equipment, systems, and work required. Manage propellants, systems, and equipment for acquisition, control, and delivery of liquid propellants and gases at Kennedy Space Center and Cape Canaveral Space Force Station, including launch pads, test stands, processing facilities, laboratories. Evaluate requirements for support and contingency planning of launch vehicle processing and launch operations. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-11: a) You must have one year of directly related specialized experience equivalent to the GS-09 level: participating in the documentation of requirements with customers, assisting in analyzing requirements, reviewing designs, developing cost estimates, and/or evaluating schedules for project accomplishment; evaluating gas and fluid systems maintenance or propellant inventories to verify readiness to support a hazardous operation; and assisting in revolving issues with gas and fluid systems associated with a hazardous operation. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of graduate education in an appropriate field OR d) Have an equivalent combination of experience and graduate study as discussed in a), b) and c) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: assisting in the development of gas and fluid system requirements from customer objectives, and assisting in analyzing requirements, reviewing designs, developing cost estimates, and evaluating schedules for project accomplishment; evaluating gas and fluid systems maintenance, design, and propellant inventories to verify readiness to support a hazardous operation; and identifying and assisting in resolving issues with gas and fluid systems associated with a hazardous operation. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: developing gas and fluid system requirements and processes from customer objectives, and analyzing requirements, reviewing designs, developing cost estimates, and evaluating schedules for project accomplishment; evaluating gas and fluid systems maintenance, design, propellant inventories, or supply chain capability to verify readiness to support flight hardware processing, launch, or landing operations. Propellants may include cryogenic liquids, high-pressure compressed gasses, or hypergolic propellant fuels or oxidizers; and identifying and resolving issues with gas and fluid systems associated with propellants and life support infrastructure used for space flight hardware testing, processing, launch, or landing. Required college majors for applicants qualifying on the basis of graduate education only (GS-11): Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Civil Engineering, Electrical Engineering, Electronics Engineering, Industrial Engineering, Materials Engineering, Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Nuclear Engineering, Nuclear Engineering Physics, Optical Engineering, Structural Engineering, Welding Engineering. Other majors will qualify if the major includes or is supplemented as follows: Astronautics, Biomedical Engineering, Computer Science, Computer Engineering, Geology, Materials Science, Mathematics (Pure or Applied), Metallurgy, Physics, Applied Physics, Engineering Physics (or other related field), if includes or is supplemented by 12 semester hours (or the equivalent) in appropriate physical science or engineering courses.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:

a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
