You will serve as a Traffic Management Specialist in the Transportation Branch in the Foreign Military Sales (FMS) Planning and Program Support Division within the International Programs Department of NAVSUP WEAPON SYSTEMS SUPPORT.
Duties
You will develop, adapt and implement traffic management and distribution policies and procedures within the command.
You will study and make recommendations on operations, financial, and planning policy and procedures to assure compatibility with those for traffic and distribution.
You will resolve problems between freight forwarders and other country representatives and shipping activities relating to documentation, certification and misdirection of shipments.
You will participate in industry organizations and forums to maintain knowledge of current practice and new concepts in the field of international trade, physical distribution and management.
You will resolve Supply Discrepancy Reports (SDRs) related transportation issues including the movement of material in customer countries and import into and export out of the United States.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC441, Basic.
Qualifications
Your resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Providing advisory services to operation program managers on transportation program requirements, capabilities, policies, and procedures; 2) Analyzing and evaluating transportation problems in to find the most appropriate solutions to complex Foreign Military Sales export and import issues; 3) Analyzing and evaluating the effectiveness of shipment and transportation programs involving material and/or passengers and recommending alternative strategies to improve efficiency and economy of operations; 4) Participating in meetings and conferences with Transportation Services Providers and foreign customer representatives to interpret regulations, resolve traffic related problems, and coordinate the movement of shipments to worldwide locations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- I have successfully completed a Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
- I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
