You will serve as a INDUSTRIAL HYGIENIST in the Industrial Hygiene Program Office (IHPO) of NMRTC PEARL HARBOR HI. This announcement uses the Expansion of DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to certain positions in the competitive service. Salary GS 05 $39,207-$50,974/GS-07 $48,567- $63,137 A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary

Duties

You will perform industrial hygiene inspections, surveys and evaluations individually or as part of a team. You wil evaluate the need for quantitative assessment of air contamination; noise and other physical stressors as well as the quantitative assessment of ventilation systems. You will recommend engineering controls to correct deficiencies where feasible. You will provide consultation and advice to activities on occupational health problems and concerns, when requested. You will document shops, processes, Similar Exposure Groups (SEG), and samples in the DoD designated DOEHRS-IH database.

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:The education must be accredited by an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the American Board of Industrial Hygiene (external link) (ABIH). Courses in the history or teaching of chemistry are not acceptable. Bachelor's or graduate/higher level degree in Industrial Hygiene, Occupational Health Sciences, Occupational and Environmental Health, Toxicology, Safety Sciences, or related science should included 12 semester hours in chemistry, including organic chemistry and that was accredited by an accrediting body recognized by the U.S. Department of Education. Courses in the history or teaching of chemistry are not acceptable. For the GS-07 In addition to meeting the Basic Requirements, in order to qualify for this position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Utilizing basic industrial hygiene concepts, principles, and practices applicable to carrying out industrial hygiene programs. Assisting with evaluation of occupational health hazards. Assisting with investigation of health problems to determine probable cause and recommend measures to minimize health hazards. AND Utilizing industrial hygiene sampling techniques and instrumentation. FOR the GS-05 Applicants who meet the basic education requirements are fully qualified for the GS-05. Successful completion of a bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; Or - Successful completion of a bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. Evaluation of Education

All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the ABET (Accreditation Board for Engineering and Technology) as a professional engineering curriculum.

Applicants who meet the basic education requirements are fully qualified for the GS-05.

Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.

Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-07: Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

1 (one) year of directly-related graduate-level education or Superior Academic Achievement (S.A.A.) in undergraduate degree.

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  1. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
      1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
      2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of directly-related education and experience may be used to meet the total qualification requirements.

POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement. In order to verify that you meet the positive education qualifications for this position, you must submit a complete copy of your transcripts for all degrees (unofficial transcripts are acceptable), or an itemized list of college courses which includes equivalent information from the transcript (Course title, semester/quarter hours and grade).
