Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as the Training Program Manager and Instructor for the Digital Transformation Activity (DTA).

Duties

Plans, organizes, and directs the education and training processes of the DTA, including the management of administrative policies and instructional methods associated with training and education. Establishes, defines, and implements requirements for development programs to ensure services and operations are in line with educational goals and mission requirements. Serves as the organization's focal point for innovative and effective methods for improving the efficiency and effectiveness of education and training. Serves as the organization's senior action officer for training and professional development.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Must be able to obtain and maintain a Secret Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Mastery knowledge of a wide range of professional concepts, principles, methods, techniques, and practices of one or more specialties of the human resources development learning theories, concepts, laws, regulations, and principles as well as state-of-the-art development theories and practices regarding career development. A thorough and extensive of a wide variety of instructional development methods sufficient to conduct analysis of multiple occupational areas and/or specialties to determine the requirements for revision of existing instructional systems or development of new training programs. Thorough knowledge of competency modeling and competency gap analysis in order to create a strategic training program. Extensive knowledge in creating plans for the development of training courses in accordance with agency, MAJCOM, and unit objectives, providing project guidelines, making periodic review of progress including final review of completed work, and revising or returning to originator with instructions on required revisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of objectives, policies, procedures or pertinent regulatory requirements affecting civilian education and training programs. 2. Knowledge and experience with USAF human resources, information technology, and financial management missions, policies, and procedures. 3. Skill in conducting assessments of training needs, and developing, implementing, and evaluating policies, procedures, and systems related to training delivery and outcomes evaluation. 4. Skill using the DoD/AF and vendor training sources/processes to satisfy training requirements, include use of government purchase card for course purchases, and in oral and written communication to achieve technical accuracy, tact and diplomacy. 5. Ability to establish and maintain cooperative relationships with a wide variety of management officials to influence acceptance and implementation of training and professional development recommendations. 6. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel to include explaining rules and procedures to employees and advising on their rights and obligations and encouraging objectivity in situations that may be charged with emotions and assumptions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
