You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST in the NAVFAC Engineering and Expeditionary Warfare Center (EXWC) of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14.

Duties

You will conduct human resources program evaluations to determine if operations are consistent with prescribed policies and business practices. You will coordinate workforce shaping across an organization. You will review compensation management policies to ensure consistency in application across an organization. You will advise senior leaders in the development of solutions to organizational recruitment problems. You will evaluate organization workforce trends (e.g., turnover, vacancies, balance of workforce, retention) to forecast staffing deficiencies. You will advise agency leaders on human resources information systems solutions to solve data management problems. You will manage a human resources program through a staff of human resources specialists and assistants.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Coordinating a Human Resources Staffing and Recruitment team that process personnel actions for Wage Grade, General Schedule and Demonstration Project Personnel.2. Overseeing staffing rules, regulations and procedures such as determining appropriate nature of action, eligibility, qualifications and paysetting guidelines for Wage Grade, General Schedule and Demonstration Project positions.3. Providing advisory and technical services in regard to Federal Human Resources staffing and recruitment operations.4. Coordinating multiple priority tasks to include assignment and tracking to completion.5. Developing process improvement recommendations that would modify the way the administration conducts HR programs.6. Collaborating closely with team members and stake holders to identify and resolve HR technical issues.
