The Greater Los Angeles Healthcare System is hiring one Logistics Management Specialist for Los Angeles, California. The incumbent will plan and manage all levels of supply chain activities involved in sourcing, procurement and logistics management.
Duties
The incumbent supports i.e. oversight, guidance, management, integration of supply chain operations across the organization, including planning and/or coordination with fiscal, acquisition, clinical and administrative operations. Duties include but are not limited to the following:
Conduct i.e. logistics audits, compliance reviews, program effectiveness and/or efficiency reviews based on self-developed and nationally developed standards.
Ensure stellar level services are provided and/or comply with all applicable laws, rules, regulations, directives and procedures.
Plan/manage all levels of supply chain activities involved in sourcing, procurement and logistics management.
Coordinate and/or collaborate with a variety of stakeholders i.e. clinicians, professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Identify specific requirements for money, manpower, material, facilities, and services needed to support the program and/or correlating those requirements with program plans to assure needed support is provided at right time and place.
Oversee, negotiate, and integrate functions for linking major business functions and business processes within and/or across organizations into a cohesive/high performing business model.
Plan, forecast and execute budget for healthcare resources, supplies, medical equipment, transportation and/or other necessities as required.
Coordinate/collaborate with a variety of stakeholders i.e. clinicians,
professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Serve as a senior logistics management expert for the VA HCS and for the facility CSCO.
Integrate operations for the acquisition and procurement of complex healthcare resources.
Serve as a logistics expert/liaison to i.e. the VISN, OAL&C, the VHA Procurement and the Logistics Office.
Advise Administrative Investigation Boards (AIB) on complex issues and initiatives.
Develop i.e. training, test evaluation programs, and curriculum designed to enhance skills and abilities of subordinate staff.
Mentor/guide VA HCS and supported catchment area logistics personnel, including interns from the National Logistics and/or Acquisition Training Programs.
Plan, develop, or adapt the supply chain management procedures to coordinate the management or control of all VA HCS EX and NX inventory as needed.
Work closely with the financial organization to ensure goals are realized and achieved.
Work through subordinate supervisors, plan, organize or assign work to subordinates engaged in logistics and property management across organizational lines.
Establish performance standards, ensure equity in performance standards and evaluate subordinate's performance.
Support fiscal operations in meeting their performance goals where applicable.
Develop plans, milestones, and policy for the accomplishment of assigned functions on an immediate and/or long-range basis.
Execute administration and personnel management responsibilities.
Resolve formal complaints and grievances.
Assure that subordinates are trained and fully comply with the provisions of programs i.e. Equal Opportunity, internal controls, Persons with Disabilities, Labor-Management Relations, and other similar special emphasis programs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: In addition to meeting the time-in-grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing i.e. support, oversight, guidance, management and integration of supply chain operations across the organization, planning/coordination with fiscal, acquisition, clinical and administrative operations.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary, but requires visits to warehouse and storage areas, loading docks and other facilities.
