The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain
Management (SCM) planning. Serves as the Logistics Management Specialist and provides administrative and technical oversight to a lower-graded specialist and to serve as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities.
Duties
Position may include, but not limited to:
Supply Chain Management Team Member, collaborates with the Chief Supply Chain Officer (CSCO), and senior management leadership.
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Establishes procedures for the integrated efforts of SCM operations with services through out the VAMC and supported activities for mission essential deployment of SCM EMRT planning.
Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises.
Trains, plans and controls the movement of personnel and equipment during simulated and actual emergency response exercises.
Recommends alternate courses of action in resolving problems critical to current and future logistics requirements.
Reviews, coordinates and integrates commodity management of assets. Initiates and tracks forecasting actions for assigned items for future requirements.
Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements.
Provides disposition instructions for excess and dormant material at the health care system.
Develops automated tools to support maintenance supply chain management research, simulation, and analysis.
Coordinates and communicates projected and programmed new maintenance programs and mission needs directly with logistics.
Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions.
Writes and develops documentation and supply chain policy and procedural directives.
Implements changes to procurement actions such as quantity increases, cancellations, quantity cutbacks, delivery rates and ordering periods based on requirements.
Advises supply chain personnel and program managers of new and pending changes in supply chain management policies and procedures.
Develops logistics and SCM training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers.
Plans, develops, directs and conducts training for the SCM teams.
Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the elements of integrated supply management such as cataloging, packaging, requirements determination, procurement direction and distribution management. Analyze and resolve difficult issues and problems regarding the type and structures of data to be included in new and modified automated supply systems. Skilled in oral and written communication, prepare briefings, reports, correspondence and present briefings to senior level executives. Comprehensive knowledge of hospital management and policy administration, supply chain information systems best practices, critical thinking skills, as well as a strong understanding of budgets, financial strategies, materials management information systems and process improvement techniques.
