This position is in the VA Regional Office, assigned to the Best Eligibility Support Team (BEST) . Reports to the BEST Manager and the Assistant BEST Managers. The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.
Duties
Major Duties:
Serves as a liaison and coordinates and facilitates initiatives requiring inter-team cooperation and action.
Regularly apprises the BEST Manager of initiative status and recommends intervention when appropriate
Tracks Division progress with respect to goals and facilitates work or program reviews to improve Division results.
Recommends solutions on inter-team issues and matters with external factors.
Provides support to divisional management on significant issues that include, but are not limited to; policies, Division goals and objectives, internal controls, and the preparation of priority reports to the Director, VA Central Office, and Office of Field Operations.
Prepares for the BEST Manager review and signature, assorted memorandums, letters, Service Center bulletins and other written communications.
Assists in the performance, evaluation, and preparation of various strategic oversight and analysis reviews to determine the level of quality and management factors of all program areas.
Coordinates implementation of new or revised procedures involving two or more program areas and complete any related required reports.
Maintains various administrative controls to keep the BEST Manager completely informed in all applicable areas of responsibility.
Reviews all new directives from all sources and advises the BEST Manager regarding the impact on Division programs and how to implement the new requirements.
Reviews existing circulars, directives, and other publications to assure that they comply with applicable Division, Regional Office, VBA and VA policies and procedures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. To qualify for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 or GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations.
Knowledge of the governing statutes, regulations, policies, directorates, procedures, and handbooks pertinent to reviewing and processing Veteran's compensation claims
Experience in researching and analyzing existing policies, procedures, and processes
Knowledge of relationships with other programs and key administrative support functions within the Department of Veterans Affairs

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
