The primary purpose of this position is to provide management and oversight for the three components within the Youth program: Youth Activities, Youth Sports, and School-Age programs; provides planning, directing, organizing, and exercising control. This position may offer a Supervisory or Team Leader Cash Differential.

Duties

Plans the overall youth program and serves as program specialist for Wright-Patt Youth programs. Plans, organizes, and directs the activities of the Youth Programs (School-Age, Youth Activities, and Youth Sports), ensuring that all Youth Programs comply with legal and regulatory requirements and meet customers' needs. Performs budget formulation work to include detailed analyses of annual and/or multi-year budget estimates. Performs first-level supervisory personnel management responsibilities. Structures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: MINIMUM QUALIFICATIONS: A four year degree which included or was supplemented by major study in childhood education/development or in a subject-matter field appropriate to the position. NOTE: You must submit official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience - courses equivalent to a major in child development or early childhood education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 year course of study described above. NOTE: You must submit official transcripts. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Examples of specialized are experience in managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight. NOTE: You must submit a copy of your transcripts with your application. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of youth development, education, and recreation principles, concepts, methods, and techniques involved in operating large and diversified Youth Activities Program carried out through the Youth Center and two School-Age Programs. Knowledge of applicable regulations and policies to ensure the Youth Program is in compliance with Department of Defense, Air Force, and the Council on Accreditation (COA) standards and regulations. These include, but are not limited to, the USDA Food Program, National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), and Consumer Product Safety Commission (CPSC) Playground Guidelines. Ability to evaluate and monitor compliance with aforementioned requirements. Knowledge of certification and accreditation requirements for school-age and youth programs, to include developmentally appropriate practices for youth ages 5-18. Knowledge of APF and NAF budgets, financial, and resource management practices and procedures in relation to meeting AF and program goals and objectives. Skill in supervising a subordinate staff. Knowledge of personnel policies, staffing practices, and ability to supervise and mentor staff at all levels of professional development. Uses knowledge of personnel management regulations and procedures required to hire, train, and appraise employees. Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances. Completes annual reports to Boys and Girls Club of America and local United Way Organizations. Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases. Ability to gather, assemble, and analyze data to prepare APF and NAF budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
