The Battle Creek VA Medical Center is recruiting for a Communications Specialist- My Healthy Vet Assistant Coordinator. The Communication Specialist will function under the Veteran Patient Experience Office as the My Healthy Vet Assistant Coordinator.
Duties
Duties include but not limited to:
The MHV Assistant Coordinator works with the MHV Coordinator across all locations of the Battle Creek VA Medical Center (BCVAMC) to integrate MHV and SM amongst healthcare providers and patients. He/she serves as SM liaison and administrator to VISN and National MHV teams.
This position, in conjunction with the MHV Coordinator, is responsible for establishing and managing communication plans that identify target audiences, appropriate messages, activities, and resources needed for effective communication, as well as planning for change management, incorporating multiple channels to manage expectations and disseminating project progress.
This position works in conjunction with the MHV Coordinator to support and guide the facility VHA public affairs officers and stakeholders about My HealtheVet. This position oversees MHV's online presence and web content and leads innovations. In addition, also ensures accountability via written communication as it relates to MHV as each of these communication skills contributes importantly to the way VHA communicates with Veterans, Congress, our dedicated volunteers, the public and employees.
This position helps to establish and manage the training plans and designs and performs needs assessments within the projects relative to functional and training needs and project effectiveness. The MHV Assistant Coordinator, working with the MHV Coordinator, evaluates the educational needs of Veterans and employees, as they pertain to MHV and develops educational tools and training programs and classes.
This role requires that this position must establish, develop, and implement local MHV-related goals, strategize to meet goals, identify responsible parties, track progress, including monitoring goals and activity status, and reporting status and progress to the My HealtheVet Coordinator.
This position assists in formulating a marketing strategy from research, reports, products, and organizational data. Incumbent may design, conduct, and evaluate innovative means to advertise and market products of the MHV and Social Media Program. This includes creative writing and direct communication with all levels of personnel internal and external to the VAMC/HCS. In addition, this position analyzes participation trends, customer markets, needs of the consumer, and works within the My HealtheVet team to provide necessary supports.
This position represents the My HealtheVet Program at forums, conferences, and meetings, delivering presentations to all levels of the VAMC/HCS, service organizations, and veterans, family members and caregivers. Presentations are designed to inform the audience about MHV Program, MHV products, MHV capabilities, and health care issues.
This position serves as a liaison with VISN and national MHV teams and coordinators to ensure correct, current, and accurate portrayal of information as provided to meet objectives. The incumbent consults with representatives of academia and industry on marketing and advertising trends and application techniques.
This position is involved in multiple projects, assisting in planning, and organizing activities for secure messaging, social media, and all other MHV projects. This position proposes, develops, and implements strategic plans and objectives for the enhancement, maintenance, and future advancement of operations for the MHV program.
This position works with the MHV Team to analyze new or amended legislation, and develops policy covering programs, activities, or functions for which the facility has responsibility. This position collects, develops, implements, and documents data to assist management with MHV operational decisions.
This position utilizes interpersonal communication skills to deal with Veterans who are difficult, hostile, or distressed, working with co-workers, supervisors, and high-level management to negotiate.
Performs other duties as assigned.
Work Schedule: Monday-Friday 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD-HOC telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Works with customers evaluating and advising design matters for visual information such as printed material, photographs, illustrations, diagrams, graphs, objects, models, slides, charts, videos, pamphlets, exhibits, presentations, and other means of communicating.
Ensures the most effective use of visual materials to communicate accurate themes and determine the most appropriate media to accomplish objectives.
Originates and recommends policies and plans for still, and video motion media documentation.
Researches and recommends cost-effective methods to institute computer hardware and software upgrades to meet production needs.

To qualify based on education for this grade level you must have a Masters or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-9 grade level.
