The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA San Diego Healthcare System, VA Medical Center (VAMC) in the Engineering Service, Structural Shop. The primary purpose of the position is to serve the Veteran under the supervision of the Supervisor, Structural Shop.
Duties
Major duties include but are not limited to:
Serves as Locksmith in a shop setting void of technical supervision, with responsibility for continuity of shop operations.
Studies and interprets requirements to obtain necessary information and details to produce the required results.
Keeps records and related documents and/or log books for all lock systems and is responsible for specified accountable property items in conjunction with locksmith duties.
Assures that proper safety equipment is used and observes and enforces safety rules and regulations.
Responds to emergency issues as they relate to complex digital locks, troubleshoot, replace and repairs lock systems. Coordinates with VA police in maintaining key issuing system and security of the hospital.
Operates a light truck or van to and from job site in the performance of these duties. Lifts, moves, carries and transports supplies and equipment; loads and unloads materials from the vehicle.
Repair and maintain medication crash carts for patient care. Troubleshoot and repair single mount electronic locks for high risk patient care areas. Installs, repairs, and maintains installed lock systems, which requires the enforcement of a control system on all locks by utilizing an intricate coding system for cylinders for multiple uses so that a single key may be restricted or utilized for several locks.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Seldom requires lifting or carrying of items weighing in excess of 15 pounds. Frequently stands, stoops, bends, kneels and works in awkward positions when installing and opening locks and emergency exit hardware on-site. May be required to lift security containers weighing up to 50 pounds and heaver weights with assistance. You will be working in an environment that contains asbestos.
