This position is at the full performance level located at the San Diego VA Medical Center (VAMC) in the Engineering Service, Structural Shop. The primary purpose of the position is to serve the Veteran under the supervision of the Supervisor, Structural Shop. This includes the functions of the structural systems, carpentry, furniture repair, painting, plastering, placement and erection of asbestos containments, locksmith and security systems at the VA San Diego Healthcare System.
Duties
Duties and responsibilities include, but are not limited to:
Performs the full range of work in the installation, repair, maintenance and modifications of a wide variety of commercial and residential locking devices with varying make and models found in desks, safes, vaults, mobile equipment and secured areas.
Serves as an expert in the area of physical security locking systems, capabilities, and functions.
Working closely with tenants, engineers and estimators in determining the most suitable security containers and locking devices to be used in solving unique security problems.
Performs installation, maintenance, repair, and testing of a full variety of security containers, locking devices (mechanical, electronic, digitized) and security systems.
Uses technical expertise to ensure compliance with VA directives in inspections and maintenance of General Services Administration approved security containers and vaults worldwide.
Provide instructions for security container users to ensure that proper procedures are used on operation such as avoiding oversimplified combination numbers, etc.
Performs inspections of security containers as required for evidence of surreptitious penetration or tampering. Recommends disposal of unfit security containers and related equipment.
Uses complex manipulation procedures or special drilling equipment to neutralize lockouts.
Repairs or technically oversees the repair of security items in accordance with current directive prior to return to service.
Serves as Locksmith in a shop setting void of technical supervision, with responsibility for continuity of shop operations.
Coordinates activities of the shop, establishes work priorities and furnishes guidance to a journeyman craftsman assigned to participate in accomplishment of locksmith activities.
Repairs or replaces portions of jambs due to break-ins.
Repairs or replaces hinges and door closures to ensure proper closing and locking of doors.
Paints and touches up doors due to break-ins of when neutralization of lock occurs.
Modifies doors to fit proper locking device.
Repair and maintain medication crash carts for patient care.
Responds to emergency issues as they relate to complex digital locks, troubleshoot, replace and repairs lock systems.
Coordinates with VA police in maintaining key issuing system and security of the hospital.
Performs all needed security correction during lost of master keys by staff.
Operates a light truck or van to and from job site in the performance of these duties. Lifts, moves, carries and transports supplies and equipment; loads and unloads materials from the vehicle.
Follows safe driving practices, regulations, laws and complies with legal requirements (e.g., accident reporting, wearing of corrective lenses, etc.,) required of motor vehicle operators.
GEMS STATEMENT: All employees shall possess the knowledge and skills required to effectively implement the GEMS. Competency shall be monitored by the employee's ability to demonstrate through the implementation process that sufficient education and training has been provided. Monitoring will be performed by annual audits, questionnaires, and trending of staff knowledge. Information pertaining to monitoring of staff knowledge will be processed and reviewed by the GEMS Committee and forwarded to the Environment of Care Committee for review.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements/Working Conditions: Work requires standing, walking, stooping, and bending. Some lifting is required of objects normally not exceeding 50 pounds. Incumbent may assist in moving heavy cabinets and security containers. Work is normally performed in well lighted, heated, and ventilated offices and shops. Incumbent is exposed to dust, oil, grease, and dirt when cleaning and lubricating machines and frequently to the possibility of minor cuts and bruises. Subject to emergency callback work after normal duty hours and scheduled overtime.
