About the Position: Serves as Operations Manager (OM) for multi-purpose water resource development projects covering a wide geographical area that includes flood control, recreation, and environmental stewardship. Projects managed include (4) major flood control dams which function as an integralpart of the Ohio River flood control systems.
This is a planned management competitive upgrade to an encumbered position, no vacancy exists.
Duties
Manages and coordinates flood control responsible for the operation and maintenance of multi-purpose flood control facilities, structures and equipment.
Ensures that operating equipment, machinery and appurtenances are inspected and maintained in a high state of readiness to respond to flood and emergency conditions.
Responsible for management of an established recreation-resource management program. Prepares plans and specifications for minor construction, operations, and/or maintenance work to be performed by contractors.
Reviews plans and makes recommendations concerning permits for floating structures and lakeshore use involving modification of vegetation and applications for all permits, leases, licenses and easements issued by the projects.
Administers effective programs relative to public safety, law enforcement, volunteer management, pest control, forestry, agriculture, soil conservation, resource management, fish and wildlife management and public recreation.
Responsible for promoting full utilization of project resources within the area through contact and liaison with various Federal, State and municipal agencies, private and public organizations, commercial and industrial interests.
Carries out personnel management responsibilities to insure productivity and efficient use of manpower resources. Distributes FTES, recommends position structure, initiates personnel actions, interviews and selects candidates for appointments.
Responsible for development of the Operational Management Plans (OMP) for each lake. These critical plans, which replace the Appendices to the Master Plan, program work, set goals, and management prescriptions for 5 or more years into the future.
Prepares and justifies current and future years budget estimates for personnel, equipment, materials and supplies required to carry out a safe and efficient operation management program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.

Basic Requirement for an Operations Project Manager Biologist (0401):
A. Degree: bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for an Operations Project Manager Engineer (0810):
A. Degree: bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (Note: You must attach a copy of your transcripts, AND proof of registration as an Engineer Intern (EI) or Engineer in Training (EIT) or copy of your Professional Engineer (PE) license.)

C. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must attach a copy of your transcripts, AND proof of passing the Fundamentals of Engineering (FE) examination or other written test required for professional registration.)
In addition to meeting the basic requirement, to qualify for this position you must also meet the specialized experience requirements listed below:
Specialized Experience: In order to qualify for this position, you must possess at least one year of specialized experience equivalent to the GS-12 in the Federal Government. Specialized experience for this position is defined as: management of parks, recreation areas, shoreline and out grant management and land use permits; advised on complex matters in relation to Forestry, fish and wildlife, biology, soil conservation, and other applied natural sciences; Operational maintenance in relation to budget, facilities, structures, grounds, roads, buildings, and utilities; work with Environmental Compliance and Environmental Review Guide for Operational (ERGO) Projects application.
