About the Position: Responsible for planning, directing, and administering the overall Park and Resource Management program at a multi-purpose lake project. Project purposes include flood risk management, fish and wildlife management, low flow augmentation, water quality control, boundary line maintenance, shoreline management, environmental compliance, and recreation.
This is a planned management competitive upgrade to an encumbered position, no vacancy exists.
Duties
Administers programs to include flood risk management, fish and wildlife management, low flow augmentation, water quality control, boundary line maintenance, shoreline management, environmental compliance, and recreation.
Responsible for various coordination efforts with Federal, state, and local agencies for proper management of the project and associated resources.
Directs site planning and supervision of shoreline management, landscaping, environmental beautification, erosion control, and fire protection.
Examines all permit applications and monitors licenses, permits, leases, and easements to ensure compliance of the approved plans.
Enforces Title 36 CFR, Part 327, (Rules and Regulations Governing Public Use of Water Resources Development Projects Administered by the Chief of Engineers) while performing boat patrol or on land surveillance.
Participates in public meetings and information exchanges with groups, local committees, concessionaires, courts, media, etc., on matters affecting the Corps of Engineers policies and activities.
Develops and executes an Operational Management Plan (OMP) and a Shoreline Management Plan (SMP).
Responsible for the preparation, justification and support of budgets, obligations and expenditure schedules and spreadsheets.
Supervises staff of permanent and seasonal employees, with additional temporary employees during peak season.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the Civilian Drug Testing Program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Incumbent must be able to perform all physical requirements of this position.
- Incumbent must be able to obtain and maintain citation authority. Incumbent must successfully complete the annual refresher training in order to maintain citation authority.
- Incumbent utilizes computers and software including Corps-developed software.
- Incumbent may be required to wear the appropriate uniform for this position. The NRM uniform shall be worn in accordance with EP 1130-2-550, Chapter 8.
- Incumbent must possess and maintain a valid State motor vehicle operator's license prior to appointment.
- Incumbent may be required to perform wildfire suppression duties.
- Incumbent must obtain and maintain a current Corps of Engineers motorboat operator's license including all requirements of the District Licensing Policy.

Basic Requirement for Supervisory Natural Resources Management Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: experience in a senior or lead position that provides work experience at a multiple-use lake office; coordinating flood risk management, recreational and natural resource management activities at a multiple-use lake project; developing budgets, administering contracts, providing leadership, guidance and oversight to subordinates to ensure mission accomplishment and compliance with directives, regulations and policies, and emergency operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
