About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade - Miami, FL.

Duties

Serve as a telecommunications specialist in support of an enterprise-level organization, a joint, interagency, geographic combatant command headquarters (HQ) and its area of responsibility (AOR). Perform electronic and protected military satellite communications (MILSATCOM) operations/maintenance support for MILSATCOM (PMIL) extremely high frequency (EHF), super-high frequency (SHF), and ultrahigh frequency (UHF) spectrums and facilities. Perform the daily, weekly, monthly, bimonthly, quarterly, semiannual, annual, and biennial preventive maintenance standards that certify the operational integrity of the local and remote Family of Advanced Beyond Line-of-Sight Terminals (FAB-T). Provide contingency nuclear command, control, and communications (NC3) support to U.S. Strategic Command (STRATCOM) through local and remote PMIL SECN-DZ, local and remote PNVC, and local and remote MMS. Help train DRSN/PMIL operations technicians on all operational responsibilities associated with PMIL backfill duties. Conduct continual assessment capabilities of all PMIL voice and data circuits, to include a 100% compliance with all COMSEC and TRANSEC responsibilities. Receive and log data on information systems and equipment; test, analyze, and isolate subsystems and circuits involved; correct malfunctions; establish alternate and emergency circuits; and notify proper or additional maintenance personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent of this position must be able to obtain and maintain TOP SECRET security clearance eligibility with access to sensitive compartmented information (SCI).
  • Incumbent of this position must pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
  • Incumbent of this position must pass a pre-appointment physical examination based on lifting requirement of up to 50 lbs.
  • Incumbent of this position must perform rotating shift work.
  • Incumbent of this position must be willing and able to perform duties of on-call team after normal duty hours, on weekends, and on holidays.
  • Incumbent of this position must maintain a valid state driver's license and operate a Government vehicle.
  • Incumbent of this position must be willing and able to travel for temporary duty (TDY) up to 10%of the time.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by providing support for secure protected military satellite communications (PMIL) in various spectrums and facilities, to include maintenance, communications security (COMSEC) management, transmission security management, and cybersecurity procedures; providing contingency nuclear command, control, and communications (NC3) support through PMIL systems, to include system-level technical support; satellite technical control; equipment programming, installation, modification, repair, and preventive maintenance; and training of operations technicians; troubleshooting and maintaining PMIL subsystems and circuits, to include testing, analyzing, and isolating malfunctions and reviewing and interpreting electronic system manuals and regulations; and coordinating with various Government agencies to determine network requirements, modifying equipment to meet user requirements, advising on equipment upgrades, and performing emergency corrective maintenance on vital systems. The specialized experience must include, or be supplemented by evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
