This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as an Electronic Warfare (EW) Planner and Analyst within the Joint Electromagnetic Spectrum Operations Cell (JEMSOC). This position is assigned within Headquarters U.S. Southern Command (USSOUTHCOM), located in Miami, Florida.
Duties
Work directly with the USSOUTHCOM Future Plans Department to organize Joint Electromagnetic Spectrum Operations (JEMSO) activities within the SOUTHCOM Area of responsibility (AOR).
Develop a JEMSO staff estimate for all planning activities to form the basis for an electromagnetic spectrum (EMS) superiority approach.
Prepare a Consolidated JEMSO Plan to prioritize, integrate, and synchronize the component EMSO plans.
Develop electromagnetic spectrum (EMS) guidance.
Maintain situational awareness of all Electronic Attack (EA)-capable systems and related operational parameters in the AOR.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion
and testing due to direct involvement with an on-duty accident
- This is an Emergency Essential (E-E) position. This position cannot be vacated during a national emergency or mobilization without seriously
impairing the capability of the organization to function effectively.
- Temporary duty travel (TDY) is required up to 25% of the time. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May occasionally be required to work other than normal duty hours.
- This position has been designated “Mission Essential”. In the event of emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires DoD Security Cooperation Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) Basic level within 1 year.
- Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
- Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.

Specialized Experience: One year of specialized experience which includes providing practical knowledge in applying Electronic Warfare (EW) analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Joint Electromagnetic Spectrum Operations (JEMSO) program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission operations, deployment, rescue, acquisition, weapon system/training device upgrade/modification, PPBS, special operations, or similar operations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
