GS-07 The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment & Placement) performing a wide range of recruitment & placement, and associated duties at the installation level to include, recruitment and placement, position management, placement and advisory services for a variety of positions in assigned organization(s) utilizing a range of common methods, principles, and practices.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes experience in demonstrating the ability to analyze problems; to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
OR
EDUCATION: Successful completion of a four-year course of study leading to a Bachelor's Degree. (One-year of full time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in business, secretary, or technical school. NOTE: You must submit a copy of your transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. NOTE: You must submit a copy of your transcripts with your application.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Skill in communicating factual and procedural information clearly, orally and in writing.
Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
Ability to learn basic techniques of recruitment and placement activities.
Ability to consult effectively with co-workers.
Ability to plan and organize work.
Ability to work as a member of a team.
GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them.

EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity.

Ability to gather and analyze facts, and draw conclusions from information.
Ability to plan and organize work.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
