About the Position:
Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
Duties
Prepare surfaces for paint by removing paint, rust, or surface imperfections by hand sanding, scraping, or using a wire brush.
Use painting techniques such as cutting in edges with a paint brush.
Read and follow instructions to ensure the proper use and application of solvents.
Select tools, determine methods and techniques to use, and paint according to directions.
Perform visual inspection to ensure that coating finish meets surface protection requirements.
Ensure the proper adjustment of ladders and scaffolding to safely and effectively complete tasks.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- 50% business travel.
- Obtain and maintain a Secret Security Clearance.
- Obtain and Government Credit Card.
- Obtain a U.S. Passport.
- Shift work and overtime may be required on short notice to include nights, holidays and weekends.
- Employee will be required to take mandatory annual HAZMAT training.
- Successfully complete and pass pre-employment and annual physicals.
- Must enroll in Tobyhanna Army Depot’s Respiratory protection program.
- Must enroll in the Star4D training for blasters and/or painters.

Minimum Qualifications (Screen Out Element): I have the ability to perform common Painting Worker duties. I can prepare surfaces for paint by removing paint, rust, and surface imperfections by hand sanding, using a wire brush, spackling, or applying putty; and following a standard of work to ensure desired painting work end product is achieved. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.- Failure to meet this Screen Out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.

Physical Efforts: Position requires preparing and coating surfaces from ladders, scaffolds, platforms, paint booths, and where the surfaces to be coated are in cramped and hard to reach places. This requires the incumbent to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. Worker frequently lifts, carries, and sets up materials and equipment that weigh up to 10 pounds. Occasionally, incumbent may handle materials and equipment that weigh 40 pounds and over.
Working Conditions: Work is normally performed inside well-lit, heated, and ventilated shop areas. Worker is sometimes required to prepare and coat surfaces outside in bad weather. Worker is frequently exposed to the possibility of cuts, bruises, noise, dust, and fumes. Worker is required to wear safety equipment and apparel appropriate to this position.
