This position is located in the Resource Management and Financial Planning Staff (RMFPS), Office of Field Operations (OFO).
This position serves as a Veterinary Medical Officer, key policy analyst and advisor on matters of veterinary medical science and public health, that affect the FSIS mission. Serves on or leads workgroups tasked with addressing initiatives that involve critical veterinary medical and food safety inspection issues.
Duties
Analyze and advise on Veterinary medical science and public health that affect the agency mission.
Lead workgroups that involve critical veterinary medical and food safety inspection issues.
Identify potential implications on size/strength of the inspection workforce and education and experience requirements.
Establish relationships, with representatives of all agencies and or health organizations engaged in or impacted by food safety.
Maintain relationships, with representatives of all agencies/health organizations engaged in or impacted by food safety.
Advocate for the development of food safety inspection workforce and recruiting high caliber staff.
Provide guidance to educational institutions interested in curriculum to support food safety careers.
Promote professional development of veterinary medical staff and food inspectors.
Identify strategies for recruiting and retaining the highest caliber inspection staff to improve.
Apply analytical and evaluative skills to establish detailed plans, goals, and objectives relative to the recruiting and retention incentives programs.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and education, as defined below.
Time in grade
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).
Specialized Experience
Knowledge of the field of food safety inspection and veterinary medicine as it relates to public health.
Experience cultivating and maintaining relationships with key representatives of academia, and other Federal agencies that employ veterinarians.
Knowledge of management and organizational principles, theories, techniques, and practices to gather, analyze, and evaluate information concerning the management of program objectives, activities, and achievements.
Skills and ability to effectively convey ideas, orally and in writing, to management, peers, and outside groups in a wide range of settings.
Ability to develop plans, goals and objectives for short and long-term program implementation and execution and develop criteria to evaluate overall program efficiencies and effectiveness.
