THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard Excepted Service position is for a Sexual Assault Prevention & Response Officer, Position Description Number T0069000 and is part of the Joint Force Headquarters (JFHQ), Office of The Adjutant General (TAG) of the District of Columbia Army National Guard (Armory). -- This is NOT a REMOTE position; the incumbent will report to a Duty Station --

Duties

The purpose of this position is to manage and maintain the Army (ARNG) and Air (ANG) National Guard Sexual Assault Prevention and Response Program for the State ensuring that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. This position is established as the State Sexual Assault Prevention and Response Officer. The Sexual Assault Prevention and Response Officer: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Serves as State Sexual Assault Prevention and Response Officer (State SAPR) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutants General (TAG). Oversees work to be accomplished by Brigade and Wing SARCs, to include Alternate (Alt) SARCs and VAs to support Brigade and Wing Commanders; sets priorities and establishes schedules for work completion. Assigns work based on priorities, requirements of assignments and capabilities of employees. Completes training and obtains system access for funds management and execution IAW applicable fiscal and budgetary guidance. Reviews Brigade and Wing SARCs spend plans, programs, guidelines, and validates budget utilization to address sexual assault prevention and response across the state. TAG's principal advisor responsible for understanding, implementing, and communicating DOD and NGB policies and guidance. Reviews Sexual Assault policies and programs to identify barriers, if any, and advises TAG relative to their impact on National Guard policy to overcome high-risk areas and potential offender behaviors. Accompanies TAG to any meetings, forums, briefs, etc., on SAPR related topics, ensuring TAG is equipped with the most current program information using the health of the force data slides and other vetted resources. Requirements

  • This is a position of public trust with a moderate sensitivity risk level.
  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • Must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • May be required to carry a mobile device to facilitate immediate access for response to reported sexual assaults. An on-call roster is developed to facilitate 24/7 capabilities when off duty, on official leave, or TDY.
  • Will be required to successful complete an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain DoD-Sexual Assault Advocate Certification Program within 6 months of hire.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

*** In accordance with DoDI 6495.03, Defense Sexual Assault Advocate Certification Program (D-SAACP), September 2015, an applicant, for a National Guard Title 5 Excepted Service SARC position, is NOT qualified for hire appointment if he or she was convicted for a sexual assault, domestic violence, child abuse, or violent crime and/or is registered as a sex offender *** AREAS OF CONSIDERATION:AREA III - All groups of federal re-employable eligibles GENERAL EXPERIENCE: Current on-board NG Title 5 Excepted Service employee must be certified at the next higher grade-level within the Title 5 Excepted Service SAPR Program before being considered as eligible for merit promotions to Series GS-0101 SAPR Program position; and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. However, new hire applicant (to include an on-board Title 32 or a Title 5 Competitive Service employee who is employed in a different series' position) must have at least two years on-the-job experiences that are commensurate or equivalent to SAPR Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas. SPECIALIZED EXPERIENCE: Must have at least 36 months of qualification factors that include education, experiences, and specialized competencies in the National Guard Sexual Assault Prevention and Response program. Specific experiences earned through employment and volunteer work in private and public sector agencies. Your resume package may include military service experiences and/or civilian experiences; military and/or civilian performance reports; military or civilian training certificates; and official college transcripts (this is mandatory). Your resume and questionnaire application responses must clearly demonstrate possession of the competencies needed to fully perform the National Guard Title 5 Excepted Service Series GS-0101 SAPR Program work, as defined in the applicable position description's specified grade, certifications, duties, and responsibilities. *** Special Needs Pay Setting will be evaluated based onSuperior Qualifications if/ when applicable *** PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL QUALIFICATION REQUIREMENTS: The position is covered by the Domestic Violence Misdemeanor Amendment (30 September 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG. Background checks against all records as required by law, OPM, DOD, Army, Air Force, NGB policy and regulation will be conducted, prior to entering on duty in the position and, IAW governing regulations, on a recurring basis while employed in the position. Must possess a valid state driver's license to operate government motor vehicles in accordance with Army and Air Force Vehicle Operations Directives. Must qualify to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Maintenance Operations Directives. Successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire is REQUIRED. Within 60 days of appointment to a Position of Trust and Moderate Risk, the employee must have a favorable completion and awarding of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SARC employee. Education

Degree: Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. Must have completed three years of progressively higher-level graduate education leading to a PH.D. Degree or equivalent doctoral degree.

2. Qualifying based on a combination of education and specialized experience:
A combination of experience and education can be used to qualify such as 3 full years of progressively higher-level graduate education leading to PH.D. Degree or equivalent doctoral degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one year of full-time study requirement. Only education in excess of that required for a master's or equivalent degree may be used when combining education and experience to meet the total qualification requirements.
