The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the wholeof-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security. Serve as the Deputy NIM for Emerging Technologies Applications (NIM-ETA); represent OESET and the NIM-Economic Security and Emerging Technologies (ESET) to ODNI and IC leadership and the policy community, as appropriate. Manage liaison with ODNI leadership and supporting offices to develop innovative approaches and provide structured recommendations focused on achieving National Intelligence Strategy, National Security Strategy, and senior policymaker goals and objectives. In concert with NIO-SCITECH, support the policymaking process on ETA-related issues through attendance at National Security Council meetings and overseeing integrated support to the DNI and ADDNI for Analysis in advance of Deputy Committee and Principal Committee Meetings. Assist DD/OESET and NIM-ESET in guiding and overseeing national intelligence program contributions, efforts and support related to the growing adversary-focused Science and Technology (S&T) Intelligence (S&T I) and ETA mission, to include driving integration and synchronization on a day-to-day basis with interagency mission partners. Partnering with the NIO-SCITECH, assist the DD/OESET and NIM-ESET in establishing coordinated, integrated analytic and collection priorities in accordance with the National Intelligence Priorities Framework (NIPF) and DNI guidance, and guide publication and sharing of this information to internal and external mission partners as well as with the FVEY and other international partners. In coordination with the NIC, ensure timely, relevant production responding to White House, DNI, and partner NIM requirements and expectations. Shape the development of, and implement policies that promote responsible information sharing with partners and allies; direct and oversee mission initiatives to integrate and optimize analytic and collection intelligence capabilities and sources with FVEY and other liaison partners. Ensure seamless integration with OESET's two other D/NIM's on ETA supply chain issues; partner with other OESET leaders in advancing the use of open source data and tools in the ETA space. Develop and guide outreach to Non-Title-50 agencies and the private sector in full collaboration with key ODNI elements and the IC, including CIA, NSA, DOE and the Labs, driving synergies and alignment to mutual benefit. Manage the NIM-ESET and IC relationship with the Department of Energy's Office of Intelligence and Counter-Intelligence, Office of Science, and the National Nuclear Security Administration in implementing the new IC-DOE S&T Partnership. Lead/colead analogous development of S&T Intelligence Partnership Plans with new agency partners, integrate needs into strategic planning, and advocate for needed resources. Strengthen and manage the relationship between NIM-ESET and P&C/S&T, NCSC, DNI Reps, and other ODNI stakeholders to develop and integrate all aspects of the S&T Intelligence mission. Optimize and oversee S&T Intelligence and Emerging Technologies mission resource allocations, budget processes, and activities on behalf of the NIM - to include the establishment of controls and procedures to ensure alignment with the NIPF - and provide innovative solutions to mitigate resource shortfalls or inequities affecting this mission. Contribute to and oversee the development of Programming Actions, other financial plans, and budget-related decisions to drive breakthroughs on mission problems as rapidly and efficiently as possible. Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.

Qualifications

Mandatory Requirements: Superior leadership and management capabilities with the experience to effectively communicate organizational vision and align employee and program performance to the mission, including prior experience as a leader in the ODNI or an IC element. Expert knowledge of IC structures, organizations, directions, capabilities, processes and procedures, and ability to anticipate issues relevant to S&T Intelligence collaborations, analysis, collection, and/or operations. Superior track record in the IC on at least one of the mission areas relevant to S&T Intelligence and EDT (targeting and collection, data analytics, all source or technical analysis, R&D, operations, action and policy maker support, or program management). Superior, proven ability to build and lead IC, broader interagency teams, and coalitions against broad objectives; demonstrated ability to provide strategic vision and to translate vision into concerted and successful action and associated production at the strategic-level with minimal or no oversight. Superior interpersonal and organizational skills, including the ability to conceptualize and lead complex, often ambiguous projects with little supervision, and seamlessly manage multiple, competing priorities as an office norm. Expert ability to build a positive and collaborative work environment where staff are encouraged to higher performance, nurtured to advance their skills and experiences, and abled to contribute clearly to office achievements. Exceptional ability to work well with others on difficult and occasionally contentious issues, as well as, manage senior personnel tasking and results, to include supervisory and performance rating duties. Superior analytical, critical thinking and communication skills, including the ability to think strategically and identify needs and requirements, communicate effectively verbally and in writing to all levels of management, and ensure office products adhere to analytic tradecraft standards. Bachelor's degree or equivalent experience as determined by mission specialty area. Desired Requirements: Prior experience with multiple intelligence source disciplines working in a cross-domain environment. Experience as a senior-level collection or targeting expert, expert level (technical and/or all-source) analyst, or technical expert on relevant S&T Intelligence and Emerging Technologies mission issues, technology domains and applications, program development, or the business of intelligence. Experience representing the IC in engagements with the White House, departments, and agencies. Experience representing the U.S. at foreign partner engagements. Experience working with DOE National Labs, other FFRDCs or UARCs, academia, or private sector experts. Expertise and/or experience with one or more technology domains and emerging technology applications of concern or as part of efforts to continually improve our intelligence advantage.
