This position is located within the Capital Planning and Activation Service of Durham VA Health Care System in Durham, North Carolina assisting in the performance of a variety of budgetary duties and procedures related to implementing and administering cost account functions, estimates, procurement, validation and reconciliation.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Serves as the subject matter expert for managing and tracking purchase orders, invoice payments and contract information; Supports major construction projects to include equipment purchasing and fund control point management activities; Processes and tracks purchase documents; Oversees and approves transactions for fund code appropriations including credit card purchases and reconciliations associated with activation of construction and lease projects; Keeps monthly tracking of payments and fund control point balances; Provides cost estimates and budget resource information; Examines, verifies, and maintains financial accounts and accounting data; Classifies accounting transactions (i.e. verification of accuracy and completeness of accounting data); Extracts, consolidates and summarizes workload and cost data for use in preparing budget estimates; Inputs changes to accounts balances which reflect effects of allotments, transfers, obligations, expenditures, and other actions that change the amount of funds available; Purchases supplies, equipment and services through open market purchase by blanket agreement, case or filed purchase order or similar methods; Uses various database management software to monitor progress on all identified projects, timeliness of responses and the status of any unresolved actions; Arranges educational and training activities for team members; Serves as an alternate timekeeper for the service; Performs other related duties as assigned. Qualifications

To qualify for this position all applicants must meet the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-5) in Federal Service, that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this Budget Technician position, and that is typically in or related to the work of this position? Specialized experience includes providing administrative and technical support for a budget/financial department; using a variety of financial rules, regulations, processes, and procedures to perform budget work; collects financial data; generating budget reports; managing and tracking purchase orders and invoice payments; maintaining budget/financial records; working with various computer/data applications and systems. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Budget AdministrationComputer SkillsControl of FundsCost Accounting IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work may require some physical effort such as standing, walking, bending or sitting. There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
